“ਅਸੀਂ ਆਪਣੀ ਜ਼ਮੀਨ ਨੂੰ ਇੱਕ ਦਿਨ ਲਈ ਵੀ ਆਰਾਮ ਨਹੀਂ ਦਿੰਦੇ। ਜ਼ਮੀਨ ਦਾ ਹਰ ਇੰਚ ਖੇਤੀ ਹੇਠ ਹੈ ਅਤੇ ਹਰ ਕਿਸਾਨ ਤਿੰਨ ਫ਼ਸਲਾਂ ਲੈ ਰਿਹਾ ਹੈ ਕਿਉਂਕਿ ਨੀਤੀਆਂ ਅਤੇ ਪ੍ਰੋਗਰਾਮਾਂ ਨੇ ਉਸਨੂੰ ਇਹ ਕਰਨਾ ਸਿਖਾਇਆ ਹੈ।”

ਸ਼੍ਰੀ ਸੁਰੇਸ਼ ਕੁਮਾਰ ਦਾ ਇਹ ਮਾਰਮਿਕ ਵਿਚਾਰ ਪੰਜਾਬ ਦੀ ਖੇਤੀਬਾੜੀ ਸਫਲਤਾ ਦੇ ਕੇਂਦਰੀ ਵਿਰੋਧਾਭਾਸ ਨੂੰ ਉਜਾਗਰ ਕਰਦਾ ਹੈ। ਕਿਸਾਨਾਂ ਅਤੇ ਉਸ ਧਰਤੀ ਪ੍ਰਤੀ ਡੂੰਘੀ ਸੰਵੇਦਨਾ ਨਾਲ ਭਰਪੂਰ ਇਹ ਗੱਲ ਇੱਕ ਗੰਭੀਰ ਢਾਂਚਾਗਤ ਚੁਣੌਤੀ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦੀ ਹੈ—“ਰਿਸੋਰਸ ਕਰਸ” ਜਾਂ ਸਰੋਤਾਂ ਦਾ ਸਰਾਪ। ਜਦੋਂ ਕਿਸੇ ਕੀਮਤੀ ਸਰੋਤ ਦੀ ਬਹੁਲਤਾ ਉਸ ’ਤੇ ਅਤਿਅਧਿਕ ਨਿਰਭਰਤਾ ਪੈਦਾ ਕਰ ਦੇਵੇ, ਤਾਂ ਸਮੇਂ ਦੇ ਨਾਲ ਉਹੀ ਸਰੋਤ ਖ਼ੁਦ ਕਮਜ਼ੋਰ ਹੋਣ ਲੱਗ ਪੈਂਦਾ ਹੈ।

ਹਰੀ ਕ੍ਰਾਂਤੀ ਨੇ ਸ਼ੁਰੂਆਤੀ ਦੌਰ ਵਿੱਚ ਕਿਸਾਨਾਂ ਦੀ ਆਮਦਨ, ਉਤਪਾਦਨ ਅਤੇ ਉਤਪਾਦਕਤਾ ਵਿੱਚ ਬੇਮਿਸਾਲ ਵਾਧਾ ਕੀਤਾ। ਪਰ ਅੱਜ ਉਤਪਾਦਨ ਅਤੇ ਉਤਪਾਦਕਤਾ ਦੋਵੇਂ ਠਹਿਰਾਅ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਹਨ। ਦਹਾਕਿਆਂ ਤੱਕ ਲਗਾਤਾਰ ਅਤੇ ਤੀਬਰ ਖੇਤੀ ਕਰਨ ਕਾਰਨ ਮਿੱਟੀ ਨੂੰ ਮੁੜ ਸੰਭਲਣ ਦਾ ਮੌਕਾ ਨਹੀਂ ਮਿਲਿਆ, ਜਿਸ ਦੇ ਨਤੀਜੇ ਵਜੋਂ ਭੂਜਲ ਪੱਧਰ ਵਿੱਚ ਭਾਰੀ ਗਿਰਾਵਟ ਆਈ ਹੈ ਅਤੇ ਭਵਿੱਖ ਦੀ ਖੁਰਾਕ ਸੁਰੱਖਿਆ ਲਈ ਵੀ ਖ਼ਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ।

ਅੱਗੇ ਦਾ ਰਾਹ ਕਣਕ-ਝੋਨੇ ਦੇ ਸਥਿਰ ਚੱਕਰ ਤੋਂ ਬਾਹਰ ਨਿਕਲ ਕੇ ਹੋਰ ਲਾਭਕਾਰੀ ਫ਼ਸਲਾਂ ਵੱਲ ਵਧਣ ਵਿੱਚ ਹੈ। ਪਰ ਜਿਵੇਂ ਕਿ ਸ਼੍ਰੀ ਕੁਮਾਰ ਜ਼ੋਰ ਦੇ ਕੇ ਕਹਿੰਦੇ ਹਨ, ਇਹ ਬਦਲਾਅ ਸਿਰਫ਼ ਕਿਸਾਨਾਂ ਦੇ ਸਿਰ ਨਹੀਂ ਪਾਇਆ ਜਾ ਸਕਦਾ। ਇਸ ਲਈ ਲੋੜ ਹੈ ਵਿਹਾਰਕ ਵਿਕਲਪਾਂ ਦੀ, ਮਜ਼ਬੂਤ ਨੀਤੀਗਤ ਢਾਂਚੇ ਦੀ, ਸੰਸਥਾਗਤ ਸਹਿਯੋਗ ਦੀ ਅਤੇ ਨਿਰੰਤਰ ਵਿੱਤੀ ਸਹਾਇਤਾ ਦੀ, ਤਾਂ ਜੋ ਕਿਸਾਨ ਇਸ ਤਬਦੀਲੀ ਨੂੰ ਅਪਣਾਉਣ ਲਈ ਸਮਰੱਥ ਹੋ ਸਕਣ।

This poignant observation by Mr. Suresh Kumar captures the central paradox of Punjab's agricultural success. Spoken with a deep compassion for both the agrarian community and the land that has sustained generations, it highlights a profound structural challenge: the resource curse. When an abundance of a vital resource leads to over-dependence, the resource itself eventually begins to decay.

The path forward requires shifting away from the rigid wheat-paddy rotation toward other remunerative cash crops. However, as Mr. Kumar emphasizes, this transition cannot be borne by the farmer alone. It requires presenting viable alternatives and actively hand-holding the community through robust policy frameworks, institutional backing, and sustained financial support.

ਅੱਜ ਧਰਮਪਾਲ ਡਰੈਗਨ ਫਲ ਦੀ ਖੇਤੀ ਵਿੱਚ ਅਗਵਾਈ ਕਰ ਰਹੇ ਹਨ। ਇਹ ਫ਼ੈਸਲਾ ਨਾ ਸਿਰਫ਼ ਉਨ੍ਹਾਂ ਦੀ ਦੂਰਦਰਸ਼ੀ ਸੋਚ ਅਤੇ ਆਰਥਿਕ ਸਮਝ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੈ, ਸਗੋਂ ਭੂਜਲ ਸੰਭਾਲ ਪ੍ਰਤੀ ਉਨ੍ਹਾਂ ਦੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਵੀ ਉਜਾਗਰ ਕਰਦਾ ਹੈ। ਉਹ ਪਾਣੀ ਅਤੇ ਮਿੱਟੀ ਨੂੰ ਸਿਰਫ਼ ਖੇਤੀ ਦੇ ਸਾਧਨ ਨਹੀਂ, ਸਗੋਂ ਅਮੂਲ ਕੁਦਰਤੀ ਧਰੋਹਰ ਮੰਨਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਦੀ ਸੰਭਾਲ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਲਈ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ। ਕੁਸ਼ਲ ਸਿੰਚਾਈ ਅਤੇ ਸਰੋਤਾਂ ਦੇ ਸੁਝਬੂਝ ਭਰੇ ਉਪਯੋਗ ਰਾਹੀਂ ਉਹ ਸਾਬਤ ਕਰ ਰਹੇ ਹਨ ਕਿ ਖੇਤੀ ਇੱਕੋ ਸਮੇਂ ਲਾਭਕਾਰੀ ਵੀ ਹੋ ਸਕਦੀ ਹੈ ਅਤੇ ਟਿਕਾਊ ਵੀ।
