Amid the Coronavirus pandemic, one state which has made enormous efforts to attract the companies which are relocating due to disruption in the supply chain is Uttar Pradesh. The state has become a favoured destination for investors in the last few months given its pro-industry policies. As per the report by Yamuna Expressway Industrial Development Authority, 69 firms have been allotted industrial land near upcoming Jewar airport. These companies will bring investment worth 2,300 crore rupees and employ around 86,000 people.

In May, June, and July, when the whole country including UP was suffering from Coronavirus pandemic and economic activity was on a halt, the government of Uttar Pradesh was making efforts to bring investments in the state.

“Altogether, 69 firms were allotted industrial land in sectors 29, 32, 33 near the upcoming Jewar airport during May, June and July with expected investments of Rs 2,388.11 crore and creation of 86,445 jobs in the region,” said YEIDA’s officer on special duty, Shailendra Bhatia.

The Jewar Airport, which will be spread over an area of 1,334 hectares and initially start with two runways, is going to cost around Rs. 29,000 crores. Eventually, the airport will have as many as six runways, making it India’s biggest airport. Currently, the Indira Gandhi International (IGI) Airport of Delhi is the biggest airport in India, with three runways.

Upon completion, the Jewar Airport will emerge as one of the three biggest airports in the world, including O’Hare International Airport in Chicago, Daxing International Airport in Beijing, China, and Dallas/Fort Worth International Airport in Texas, US.

Sector 29 of Noida is being developed as an apparel park project which will house many readymade garments manufacturers. The government of Uttar Pradesh is aggressively marketing the Jewar airport to bring investments in the state.

Airports play a crucial role in the development of any city and its economy. The IGI airport of New Delhi helped Gurugram to become a millennial city which now houses thousands of MNCs and contributes billions of dollars in GDP as well as tax collection of Haryana.

However, over the years, Gurugram has become very congested and very costly, and therefore, companies are looking for an alternative which is cheaper than the city in Haryana but also have facilities like an airport and offers a very high standard of living. And this is where the UP government envisages the role of Jewar airport, which will help Noida and its surrounding areas to become an industrial hub. Unlike Gurugram, which is facing land availability issues, Noida has large swaths of land which is ripe for industrial activity and also has a metro, connectivity to other cities, a large consumer base, and so on.

Therefore, Noida is aggressively being marketed as a cheaper and better alternative to Gurugram, and the UP government is succeeding in this to a large extent. Previously, UP MSME Minister Siddharth Nath Singh held talks with Indian ambassador to France to attract French companies in the state.

“There is a huge opportunity to increase the percentage potential of exports from India and UP to France. A large land parcel has been earmarked for maintenance, repair and overhaul (MRO) near the Jewar Airport in Greater Noida which can provide investment opportunities to French companies,” said UP MSME minister. The state aims to double up the MSME exports to 2.4 lakh crore rupees in the next three years from 1.2 lakh crore rupees as of now.

What makes Jewar Airport a game-changer is the fact that its location and connectivity has been meticulously planned. It is going to be merely 700 metres away from the Yamuna Expressway connecting Delhi and Agra. Also, it will be just 30 kilometres away from the National Highway 22-A connecting Palwal and Aligarh.

Moreover, the southern side of the airport is planned to be connected to the proposed Palwal-Khurja airport. What also boosts connectivity for other towns dependent upon Delhi-NCR for air connectivity is the fact that it is expected to be connected to the Eastern Peripheral Expressway. This will ensure ease of access for cities like Palwal, Manesar, Ghaziabad, Bhagpat and Meerut.

Therefore, apart from ensuring better connectivity for the Delhi-NCR region especially East Delhi and the neighbouring areas of Noida, Greater Noida and Ghaziabad, this airport will also cater to several other towns from where people have to currently travel right up to the IGI Airport that is a costly and time-taking experience.

IGI airport helped Gurugram to become an industrial and services sector hub and Jewar airport can do the same for Uttar Pradesh. Gurugram and Noida are major industrial centres of Haryana and UP respectively. While there are 28 Special Economic Zones (SEZs) in Gurugram, there are 21 notified SEZs in Noida and Greater Noida.

Uttar Pradesh is seeking a large pie of the companies leaving China amid the ongoing disruption in supply chain and the state has the existing capacity to replace China as the ‘factory of the world’ with a population of 22 crores and a young demography. Unfortunately, the state was deprived of an investment-friendly government before, but with the arrival of Yogi, things have been moving rapidly.

The Yogi government must be applauded for transforming the state from a nightmare for industrialists to heaven for law-abiding companies. We are hopeful that his untiring efforts for the state might soon bear fruits.

Jewar Airport: Yogi promises fair deal in land acquisition from farmers

Uttar Pradesh Chief Minister Yogi Adityanath on Friday promised justice to the local farmers who are unhappy with the money they are getting for the land being acquired by the state government for the Jewar International Airport.

Adityanath asked the district administration here to resolve the issue and submit a report on it within eight days, Jewar MLA Dhirendra Singh said.

The chief minister gave the directions after a discussion with the farmers during a visit to the Gautam Buddha University in Greater Noida.

"I assure the farmers that they will get justice and appropriate compensation for their land. I also want to tell them not to get misled by the opposition, he said, according to a press release issued by the MLA.

The people who are opposing this on Friday are the same people who never wanted Jewar to get an airport," the chief minister said.

About 150 farmers from eight villages in Jewar area came to the university to meet Adityanath.

The ambitious project had reportedly hit a hurdle in June following stiff resistance from the residents of these villages, which fall under its phase 1.

Much of the conflict is over the categorisation of the area as urban or rural, which determines the amount the farmers get under the land acquisition law.

The farmers reportedly want to be paid four times the circle rate. The government wants them to take just double, according to an official.

The chief minister said once the airport is operational, it will change the region's landscape by generating employment and improve amenities for the local people.

Villagers from Dayanatpur, Ranhera, Rohi, Kishorpur, Banwaripur, Siwara, Ramner and Paarohi attended the meeting.

The UP government is to spend Rs 40 billion on land acquisition for the airport, which was scheduled to start operations in 2022-23.

About 1,441 hectares of land has been identified for the first phase of the airport project.

The Union Civil Aviation Ministry had in June said the process of land acquisition was expected to be completed in two months.The ministry expected that bids for the Public Private Partnership (PPP) project would be invited by October and the foundation stone-laying ceremony held in December.

The state's civil aviation department would spend Rs 15 billion, while the Noida Development Authority would provide a matching amount.

The Greater Noida Authority and the Yamuna Expressway Industrial Development Authority (YEIDA) would spend Rs 5 billion each, according to the plan.

Global giants keen to consult state on Jewar Airport project

Members of 11 agencies, including KPMG, Deloitte, Nippon Koei India Private limited, CRISIL, ARUP, Creative Group, CBRE and Louis Berger, met with officials of the Yamuna Expressway Industrial Development Authority to understand the project requirements; the authority will open the technical bid on December 11 and finalise a consultant by mid-December

Multiple international agencies are exploring the opportunity to become the consultant for the proposed international airport in Jewar, along the 165km Yamuna Expressway.

Members of 11 agencies, including KPMG, Deloitte, Nippon Koei India Private limited, CRISIL, ARUP, Creative Group, CBRE and Louis Berger, on Friday, met with the officials of the Yamuna Expressway Industrial Development Authority (YEIDA) to understand the project requirements.

It had started the process of selecting a consultant on November 11 by floating an e-tender. Interested agencies who want to work as a consultant are applying for selection.

Officials said the authority will open the technical bid on December 11 and finalise a consultant by mid-December. On December 11, the authority will know the number of agencies that have applied. Whichever agency submits the lowest bid will win get the project, officials said

Since many international agencies are wishing to take up the consultancy job for the airport project, we hope to select an agency in December, without delaying it further,” said Shailendra Bhatia, an officer on special duty, YEIDA, who has been designated for the project.

The UP government had in October appointed YEIDA as the nodal agency for the project and directed it to expedite the process of development of this project.

L&T Ramboll Consulting Engineers had in 2004 prepared a draft of the techno-economic feasibility report (TEFR), which was revised in 2008. YEIDA officials said that the consultant can revise the 2008 version of the TEFR.

“Since the TEFR is already ready, the new consultant can revise it instead of preparing a new one. It will save time and make the job easier. The consultant will delineate the airport land at the proposed site for which the site clearance is awarded,” Bhatia said.

YEIDA has also started the land acquisition process, officials said. “We are also following the issue up with the UP government so that it can release the funds at the earliest and we can start land acquisition, hopefully, by January, when the consultant will also begin its work on the project,” Bhatia said.
The Union civil aviation ministry had given its approval for the international airport at Jewar on June 24 this year. Now, YEIDA is awaiting funds of ₹2,000 crore from the state government to acquire 1,000 hectares of agricultural land in the initial phase of the project. On the whole, 5000 acres is required for the project, officials estimated.

Uttar Pradesh speeds up work on Kushinagar and Jewar International Airport

NEW DELHI: The Yogi Adityanath government has put on fast-track the plan to build international airports at the east and west ends of Uttar Pradesh by inviting bids to appoint a consultant for the greenfield airport at Jewar near Noida in western UP and releasing the entire budget of nearly Rs 200 cr for the Kushinagar airport near Gorakhpur in the east.

This comes days after the government increased the air connectivity to the two existing international airports at Varanasi and Lucknow. The move is part of the government’s strategy to secure all round development of the state.

“We are focussing both on road as well as air connectivity in UP,” CM Yogi Adityanath said at a review meeting of the civil aviation department earlier last week. “We plan to connect Lucknow with every divisional headquarters in UP and other state capitals by air soon. This government is working on development of all regions when it comes to air connectivity and not just one two districts.”

On Saturday, the government invited bids to appoint a consultant who will prepare the techno-economic feasibility report for the greenfield airport in Jewar. The consultant will have to complete the task in 32 weeks. The chief minister has also passed directions to begin the process of land acquisition for the airport at the earliest. The Yamuna Expressway Authority has been appointed as the nodal agency for this project.

The government on Friday also released the entire budget of nearly Rs 200 crore for making operational the Kushinagar airport by mid-2018. The previous Samajwadi Party government, headed by Akhilesh Yadav, had released only Rs 80 crore for the project after central government-run engineering consultancy company RITES Ltd submitted an estimate in February 2016.

Soon after after assuming office in March, the Adityanath-led BJP government had released Rs 50 crore for the project. A 3 km airstrip and a terminal building is coming up at Kushinagar, which is about 50 km from the chief minister’s constituency of Gorakhpur.

Kushinagar, where Lord Buddha is believed to have delivered his last sermon, is a big attraction for Buddhist pilgrims and the airport here is expected to see flights from Singapore, Thailand, South Korea and Japan. At present, the nearest airport is Varanasi.

The state government had earlier initiated a plan to increase the air connectivity of Lucknow and Varanasi airports. Spice Jet has launched a direct flight from Jaipur to Varanasi while another from Jaipur to Agra is set to debut on December 15. A direct flight from Varanasi to Colombo has also been launched while the frequency of the weekly flight between Varanasi and the UAE has been made daily
