Goa Mining Revival: Unlocking Growth Through Responsible Mining
Goa’s mining sector is entering a cautious revival phase after nearly 15 years of disruption. The International Iron Ore Conference session made it clear that while around 18 mining blocks have been auctioned, only six are operational so far.
Current output is nearly 4 MT against the Supreme Court-mandated cap of 20 MT, showing strong growth headroom but also underlining that the ramp-up will be gradual. With environmental approvals, forest clearances, permitting, and infrastructure constraints, mines may need 3–5 years to become fully operational.
The policy framework is now more disciplined than in the pre-ban period. Goa’s auction-led model, Digital Mining Portal, integrated weighbridges, and GPS-based truck tracking indicate stronger compliance and transparency.
The 50% premium reduction incentive for early operationalisation, with the timeline extended from three to five years, is a practical move to reduce delays.
The session also highlighted Goa’s wider policy relevance, noting that the Mineral Foundation of Goa, created nearly 15 years ago for mining-dependent communities, became an early model for India’s District Mineral Foundation framework.
However, the revival cannot be production-led alone. Community trust remains the deciding factor. Mr. Glenn Kalavampara, Secretary, GMOEA, stressed this clearly: “Absolutely necessary… Goa’s social license to operate is much higher than in any other part of India.”
