Another Nail in Congress' Coffin.

Youth Congress in Kerala's Kannur publicly slaughters a cow to oppose Central govt's notification regarding cattle protection. The govt advisory restricts the use of bovine animals to agricultural only & prohibits their slaughter.
Congress members, in order to protest against this notification, brought a cow in the middle of the road and slaughtered it in front of public including women & children. They also cooked beef and ate to celebrate Beef Fest.
What punishment should be given to Congress for this ?
