Important Update – Australia’s MD 107 Replaced with MD 111

An important update regarding Australia's Ministerial Directions for Student visa processing. Effective from 19 December 2024, Ministerial Direction (MD) 107 has been revoked and replaced by Ministerial Direction 111.This change also applies to unfinalised offshore Student visa applications.

Here are some key points about MD 111:

Priority Processing for Offshore Applications
Under MD 111, Priority 1 – High will apply to offshore Student visa applications linked to providers in the higher education and vocational education sectors that have not yet reached their prioritisation threshold, as indicated by PRISMS. For detailed information on the indicative 2025 New Overseas Student Commencement higher education allocations and thresholds, please refer to the attached PDF.

More Even Processing Across Providers
This new approach aims to ensure a fairer distribution of visa processing across various provider types and locations, including for regional and small providers. It supports a well-managed, orderly processing of visa applications.

Processing Speed
Priority 1 – High applications will be processed faster compared to Priority 2 – Standard. However, MD 111 is not a cap and does not define the criteria for approving or refusing a student visa application.

Collaboration with the Education Sector
The Department of Home Affairs, in collaboration with the Department of Education and the Department of Employment and Workplace Relations, will work closely with the education sector. This will include webinars, discussions with peak bodies, and updates on their websites and social media channels to provide further information.

Action Required for Applicants
Intending students should lodge their visa applications as early as possible and ensure all required information is provided at the time of application to facilitate smooth processing.
