Science is and will always be the answer!!
The recent Supreme Court order on community dogs has led to a lot of confusion online, largely because many headlines are focusing only on outrage and conflict instead of the actual directions discussed in Court.
So here’s a simplified understanding of some important points highlighted in the order.
The Court acknowledged that:
• dog bite incidents
• rabies concerns
• and public safety issues
are serious matters that cannot be ignored.
At the same time, the Court also reiterated that the legal framework currently governing community dog management in India continues to be the ABC Rules (Animal Birth Control Rules).
This framework focuses on:
• sterilization
• anti-rabies vaccination
• scientific population management
• and release back into the same territory after the procedure.
One of the biggest observations made during the proceedings was the poor and inconsistent implementation of ABC programs across many states and Union Territories over the last two decades.
The Court discussed the need for:
• better ABC infrastructure
• more ABC centres
• proper implementation
• monitoring
• and availability of anti-rabies vaccines.
The order also discussed management protocols for rabid and aggressive dogs as per existing ABC guidelines and veterinary supervision.
Importantly, there is no blanket direction for mass removal of all community dogs.
The larger focus of the discussion repeatedly remained:
Public safety + scientific management + implementation.
This is exactly why sustained sterilization and vaccination programs matter so much.
Because long-term solutions cannot come from panic, misinformation, or temporary reactions.
They require proper implementation, infrastructure, and accountability.

Day 1 : The program was inaugurated by Dr. Vinay Sharma, marking a strong beginning to this important initiative.

Participants observed a live spay demonstration, gaining practical insights into surgical protocols. This was followed by hands-on dry practice in suturing, allowing trainees to build confidence and refine their technical skills.

A promising start focused on learning, precision, and compassionate animal care.
