The President of Jammu & Kashmir Awami National Conference (ANC), Begum Khalida Shah, and Senior Vice President Muzaffar Shah have expressed deep shock, grief, and anguish over the tragic r**e and murder of a minor girl in Galwanpora, Budgam.
The leaders termed the incident as barbaric, inhuman, and deeply disturbing, saying that such heinous crimes shake the conscience of society and demand the strongest possible response from both the administration and the community at large.
Begum Khalida Shah and Muzaffar Shah appreciated the efforts of Budgam Police for swiftly solving the case within a short span of time and arresting the accused allegedly involved in the crime. They said that timely action by the investigating agencies has helped in restoring a measure of public confidence during a moment of immense grief and outrage.
The ANC leadership stressed that crimes against women and children must be dealt with firmly and without delay, and called for fast-track legal proceedings to ensure justice for the victim and her family.
The leaders also expressed heartfelt condolences and solidarity with the bereaved family, praying for strength and patience for them to bear this irreparable loss. They prayed for eternal peace to the departed soul.

جموں و کشمیر عوامی نیشنل کانفرنس (اے این سی) کی صدر بیگم خالدہ شاہ اور سینئر نائب صدر مظفر شاہ نے شیخ علی محمد کے انتقال پر گہرے رنج و غم اور دلی تعزیت کا اظہار کرتے ہوئے کہا کہ اُن کا انتقال خاندان، دوستوں اور اُن سے وابستہ تمام افراد کے لیے ایک ناقابلِ تلافی نقصان ہے۔
اپنے مشترکہ تعزیتی پیغام میں رہنماؤں نے سوگوار خاندان، بالخصوص مسز شیخ علی محمد، شیخ طاہر، شیخ جمیل، غزالہ، اے آر وانی اور خاندان کے دیگر افراد کے ساتھ دلی ہمدردی اور تعزیت کا اظہار کیا، اور دعا کی کہ اللہ تعالیٰ انہیں اس عظیم صدمے کو برداشت کرنے کے لیے صبر و استقامت عطا فرمائے۔
انہوں نے مرحوم کی مغفرت، بلندیٔ درجات اور ابدی سکون کے لیے دعا کرتے ہوئے کہا کہ شیخ علی محمد کو اُن کی محبت، وقار اور اعلیٰ کردار کے باعث ہمیشہ یاد رکھا جائے گا۔
انہوں نے کہا:
“اللہ تعالیٰ مرحوم کو جنت الفردوس میں اعلیٰ مقام عطا فرمائے اور سوگوار خاندان کو اس ناقابلِ تلافی نقصان کو برداشت کرنے کے لیے ہمت اور حوصلہ عطا کرے۔”

Senior Vice President of Jammu & Kashmir Awami National Conference (ANC), Mr. Muzaffar Shah, has expressed serious concern over the registration of an FIR against civilians who allegedly intervened to save a man from a violent stray dog attack in Magam, Budgam.
Mr. Shah said the incident has once again exposed the growing menace of stray dog attacks across Kashmir, where innocent citizens, including children and elderly persons, continue to live in fear due to repeated attacks and mauling incidents.
While emphasizing that unnecessary cruelty towards animals should never be encouraged, Mr. Shah questioned the wisdom of initiating criminal proceedings against individuals who, according to eyewitnesses and the injured victim himself, acted only to save a human life during a dangerous situation.
“Human life cannot become secondary. When a person is being attacked and people rush to save him, their intention is to protect a fellow human being, not to commit cruelty,” Mr. Shah stated.
He said the administration must focus on finding a practical and humane solution to the growing stray dog crisis instead of targeting civilians who act in emergency situations to prevent loss of life.
Mr. Shah also urged the concerned authorities, municipal bodies, and animal welfare organizations to work together on scientific and humane measures, including sterilization drives, vaccination programs, and proper management of stray dog populations, so that both public safety and animal welfare are protected.
The ANC leader further said that the pain and fear of victims of stray dog attacks must not be ignored, adding that society must maintain compassion for animals without compromising the safety and dignity of human beings.
