Kupwara ACD Cracks Whip on Poor MGNREGA Performance

RDD Tightens Monitoring in Kupwara;Seeks Explanation from Technical Staff

Kupwara,May,25: The Office of the Assistant Commissioner Development (ACD) Kupwara has issued show cause notices to several Technical Assistants of district Kupwara (RDD)for allegedly poor performance in preparation and uploading of estimates on SECURE under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

According to an official order issued by Assistant Commissioner Development Kupwara, the progress achieved in a number of Panchayat Halqas across blocks including Reddi Chowkibal, Magam, Wavoora, Handwara and Drugmulla was found “extremely poor and unsatisfactory,” with several Panchayats reporting zero estimates prepared on the SECURE portal.

The order stated that despite repeated instructions, review meetings and directions from the department, no significant improvement was observed in the preparation of estimates, resulting in NIL PD generation in the concerned Panchayats and hampering ex*****on of developmental works under MGNREGA.

The department observed that preparation of estimates on SECURE is one of the primary responsibilities of Technical Assistants and failure to perform the assigned duties amounts to negligence and dereliction of official responsibilities.

The concerned officials have been directed to submit their explanation within two days as to why disciplinary action should not be initiated against them for poor performance and non-compliance of official instructions.

The order further warned that in case substantial improvement is not achieved within the stipulated period, the matter may be referred to the District Programme Coordinator (DPC) MGNREGA for termination and further action under rules without any further notice.

The notice has been marked as “Most Urgent” and copies have been forwarded to senior officials of the Rural Development Department and Panchayati Raj Department for information and necessary action.
