This paper examines the Abdullah Öcalan’s ideological evolution based on the social and political evolution on his personality, and transformation over four decades. It tracks the changes and developments of the ideology from nation state to the notion of democratic society from 1969 to 2025, inspired by the changes in the global political landscape. The study concludes from the current state of PKK and the phase the party lives in, which is transformative, marking its move towards ending armed straggles and re-shaping the political, national and institutional landscape in Turkey.

Towards an Independent Kurdistan: Self-Determination in International Law

The Kurds are the largest ethnic group to lack their own nation-state. Many scholars and diplomats make the moral or historical cases for Kurdish independence. None, however, has taken as deep a dive into what evolving international law with regard to self-determination might mean for Kurds as Loqman Radpey, who recently completed his Ph.D. in international law on the subject at the University of Edinburgh.

The Sbey Research Center’s third policy brief, The Kurdistan Region after the U.S.–Iran Ceasefire: Strategic Challenges and Limited Opportunities, examines the strategic challenges and limited opportunities facing the Kurdistan Region in the aftermath of the U.S.–Iran ceasefire. While the temporary halt in hostilities has eased immediate security pressures, persistent regional tensions, the continued presence of armed militias, and uncertainty surrounding U.S.–Iran negotiations continue to place the Kurdistan Regional Government (KRG) in a vulnerable position. The brief analyzes the underlying causes of recent attacks and the fragility of the current ceasefire, arguing that the present moment represents a narrow and temporary window for strategic action rather than a lasting resolution of conflict. It further explores how active neutrality and soft balancing can serve as practical diplomatic approaches for reducing tensions, diversifying external relations, and increasing the political cost of future aggression.

The Sbey Research Center’s second policy brief, The Iran-U.S.-Israeli War: A Survival Strategy for the Kurdistan Regional Government, examines the growing security, political, and economic risks facing the Kurdistan Region amid escalating regional conflict. Sustained attacks on critical infrastructure, fragile defense capacities, and heavy dependence on oil revenues have placed the Kurdistan Regional Government (KRG) in a highly vulnerable position. The brief explores how these conditions increase the risk of economic disruption, prolonged instability, and the possible transformation of the region into a permanent battlefield.

Rather than framing the crisis as an opportunity for strategic gain, the brief approaches it as a survival challenge shaped by structural weaknesses, internal political divisions, and uncertain external support. It emphasizes the importance of de-escalation, political unity, civilian protection, and contingency planning to preserve stability and reduce risk under conditions of uncertainty.
