Coalition for Just Reparations

Today, on the International Day of Criminal Justice, the Coalition for Just Reparations (C4JR) reaffirms the urgent need for comprehensive, survivor-centered accountability in Iraq.

The transfer of more than 5,000 ISIS affiliates from Syria to Iraq in early 2026 presents a historic opportunity to ensure accountability for the full scope of alleged international crimes** committed by ISIS, including genocide, crimes against humanity, war crimes, sexual violence, torture, enslavement, forced displacement, and other serious violations of international law.

To date, accountability efforts in Iraq have largely relied on terrorism-related charges. As a result, the true nature and gravity of ISIS crimes have often remained unaddressed in judicial proceedings, limiting the establishment of a comprehensive judicial record and preventing survivors from meaningfully participating in justice processes.

This is why adopting Iraq's Draft Law on Core International Crimes is more important than ever. Enacting this law would enable Iraqi courts to prosecute international crimes in line with international standards, ensure that the full gravity of ISIS crimes is recognized, and place survivors' rights, voices, and experiences at the center of justice.

For survivors, justice means more than convictions. It means truth, acknowledgment of the harm they endured, meaningful participation in judicial processes, and access to effective reparations that restore dignity and help rebuild lives.

As Iraq assumes responsibility for prosecuting thousands of ISIS suspects, this is a defining moment to strengthen the rule of law, deliver survivor-centered justice, and contribute to lasting peace and the prevention of future atrocities.

بمناسبة الذكرى الثانية عشرة لمجزرة معسكر سبايكر، يسر مؤسسة ژيان لحقوق الإنسان، ومنظمة ضحايا العراق في سبايكر 1700، وتحالف التعويضات العادلة إطلاق تقرير جديد بعنوان :دراسة مقارنة بين قانون الناجيات الإيزيديات وقانون معسكر سبايكر: التنفيذ ونقاط التقاطع

بعد اثني عشر عاماً على مجزرة معسكر سبايكر، وما يقارب اثني عشر عاماً على الفظائع التي ارتُكبت بحق الإيزيديين وغيرهم من المكونات، لا تزال قضايا العدالة والمساءلة والتعويضات تحتل مكانة محورية في حياة الضحايا والناجين وعائلاتهم.

يتناول هذا التقرير تنفيذ كل من قانون معسكر سبايكر وقانون الناجيات الإيزيديات، مسلطاً الضوء على الإنجازات المتحققة والتحديات المستمرة في ضمان العدالة والتعويضات للمتضررين من جرائم داعش في العراق. ومن خلال التحليل القانوني والمقابلات مع مسؤولين حكوميين وممثلين عن منظمات المجتمع المدني والناجين وعائلات الضحايا، يحدد التقرير الثغرات المشتركة في التنفيذ ويستكشف فرص تعزيز النهج المرتكز على الناجين في كلا الإطارين القانونيين.

ويؤكد التقرير أهمية المشاركة الفاعلة للضحايا، وشفافية الإجراءات، وفعالية التنسيق المؤسسي، وتوفير آليات تعويض يسهل الوصول إليها وتستجيب لاحتياجات وحقوق الناجين وعائلات الضحايا. كما يختتم بمجموعة من التوصيات الموجهة إلى السلطات العراقية ومنظمات المجتمع المدني والشركاء الدوليين بهدف تحسين تنفيذ برامج التعويضات وتعزيز جهود المساءلة.

وفي الوقت الذي نحيي فيه ذكرى ضحايا مجزرة معسكر سبايكر، نؤكد أن إحياء الذكرى يجب أن يقترن بخطوات عملية تضمن العدالة والكرامة والتعويضات لجميع ضحايا وناجي جرائم داعش.

On the 12th Anniversary of the Camp Speicher Massacre, Jiyan Foundation for Human Rights, Victims of Iraq in Speicher-1700 and the Coalition for Just Reparations (C4JR) are pleased to launch a new report: Comparative Study of the Yazidi Survivors Law and Camp Speicher Law: Implementation and Intersections

Twelve years after the Camp Speicher Massacre and nearly twelve years after the atrocities committed against Yazidis and other minorities, questions of justice, accountability, and reparations remain central to the experiences of victims, survivors, and their families.

This report examines the implementation of the Camp Speicher Law and the Yazidi Survivors Law, highlighting both achievements and persistent challenges in delivering justice and reparations to those affected by ISIS atrocities in Iraq. Through legal analysis, interviews with government officials, civil society representatives, survivors, and victims’ families, the study identifies common implementation gaps and explores opportunities to strengthen survivor-centered approaches across both frameworks.

The report underscores the importance of meaningful victim participation, transparent procedures, effective institutional coordination, and accessible reparations mechanisms that respond to the needs and rights of survivors and victims’ families. It concludes with recommendations for Iraqi authorities, civil society organizations, and international partners aimed at improving the implementation of reparations programs and advancing accountability efforts.
As we commemorate the victims of the Camp Speicher Massacre, we reaffirm that remembrance must be accompanied by concrete measures to ensure justice, dignity, and reparations for all victims and survivors of ISIS crimes.
