We are looking to build a windows application to creating a new user with user account control to build study mode with the following user stories :

As a registered user when I click on watch class on the website a pop-up window should appear that it will go to Study Mode and the pop-up menu will have information about Study Mode then the website will redirect me to the desktop app which will switch me to study mode user

The desktop app should check the accessibility and its work on a safe environment for the registered user then open the app for certain URL

as a registered user, when he clicks on (close study mode), the desktop will send the latest page the user was on it to the server

as a registered user when im in the desktop app (study mode) I can't access any software on my computer

Safe Environment means :
The desktop app must not work on a virtual machine
The desktop app must check the user access control for this computer
The desktop app must check there is no software working on the background
The desktop app must prevent the user from using any software on the computer or change the user access control

Collecting Information :
User IP
User Mac Address
User Computer name

Study Mode :
A new user account on the desktop with user access control
Prevent Users from doing anything on his computer
Prevent any software from working on that user account

Desktop app :
windows service to create and check user access control
login window
browser (chromium)
the desktop app can detect hotlinks example : //studymode:url from browser
