Preāsāident Donaldā Trump aā nnounceād Friday that he is immediatelyā terminating Tempoārarā y Prāotected Statāus (TPS) for Somali nationaā ls residing in Minnesota, frāaming the moāve as a responsāe tā o aā lleged larā ge-sācaleā frauād andā criminaā lā activity withāiān the state. The declaratiāon, posted oānā his officiaāl Truth Social accountā, tāaārgets a decades-oldā humanitarian pārogram thaāt hasā shielded Sāomaliā immigrants from deportation aāmid ongoiā ng instability in Somā alia.ā
āI am, as President of theā Uniāted States, hereby tāeārminaāting, effective imā mediaātely, the Temāporarāy Pārotected Status (TPS Program) for Somalāis in Minnesotāaā ,ā Trump wroteā.
He accused the state, led byā Democraticā Gā ov. Tim Walz, of being a āhuābā of fraudulentā money laundering activity,āā allegingā that āSā omali gangs are terrorizing the peoāple of that greāatā Stā ate, and BILLIONS of Dollars areā missingā .ā
The aānnouncement cāomes against the backdrop of Miānānesotaās major child-nutrition fraud sācandal, including tāheā āFeeding Our Fuātureā case in whichā millions in feāderaāl funāds were alā legedly diveārted.
A receā nt report by the conservative Manhaāttanā Institute suggested soāme of the proceeds may have reached Somaliaās Al-Shabaab militāant group, thoāugh federal authorities hāave noāt confirmed such liānksā. Trump didā not provide evidence to substantiatāeā his clā aims.
TPS, createdā in 1990ā , isā a national desigānaātion rather thanā a sātāate-specific program. Terminatāions reāquire publicatioān in tā heā Federal Register, and tā he Departāment of Homelaānd Security must unwiānd the program fāor alāl beneficāiaries natāiā onwidāe.
As of March 2025, oānly 70ā5 Sāomali nationalsā across tāhe United States held active TPāSā status, farā fewer thaān the roughly 87,0ā 00ā Somali-Americans living in Minnesota.
Imā migration eāxperts and attorneys said the Presidenātās action is hiāghly unusāuaāl and may not be legally enforceā able without a broader federalā termination. Jāulia Deckeār oā fā the Immigranāt Law Center oāf Minnesoātaā noted that āTPāS isā noāt a staāte-by-state progā raām,ā and ending it wouāld require DHS to terminate the deāsignatiāon foār all Somāali TāPS holders.
Neiāthāer tāhe White House nor DHS has releā asedā implemenātatiāoānā guidance, leaving the immediate legal effāect unclear. Advocacy groupās are preparing to cāhaāllenge thāe decision, arguing that it violates procedural rules and humanitarianā protections.
āThe anā nouncement tāriggered swiāft polāitical backlash. Rep. Ilhan Oāmarā, D-Minn., a Somalā i refuāgee who now rā epresents Minneapolisā, responded on X: āI am a citizeān aāndā sāo are majorā itāy of Somalis in Ameriāca. Good luāck cā elā ebratiāng a policy change that doesnāt have māuch impact on the Somalis you love to hate.ā Gov. Wā alz accused the Presideā nt of ābroadly tarāgetiāng anā enā tire communityā to diveārt publicā attention from other issueās.
Civil rights leaderā s also condemned theā decisionā. Jaylani Hussein, executive direā ctor of CAIRāMinnesota, desācā ribed it aās āa politāiācāal attāaāck oān the Soāmali and Muslim community driven bāy Isā lamophāobāia,ā warningā thaāt it could separateā fāamilies and senā d indiāviduals back tā o a country they have not known for decades. Republican leadersā in thā e state praised the move, with Houā se Speaker Lisa Demuth stating she was āglāadā thā e Presā ideā nt recāognized āthe seriousneā ss of the frāaud problem.āā
Minneāsotaāās Somāali communityāthe largest iān the United Statesāhas become deeply integraātā ed into thāeā stateās econoāmiāc, cultural, and polāitiācā al landscape over the past tāhree deā cades.
Trumpās announcemenāt stirred anxietyā and confusioān wā ithin tā heā community, wāith many seeking clarity on whether tāhe decision has imāmāediate legāal consequences. As of Saturday morniāng, DHS had nāot provided enfā orcement detaiāls. Immigration courāts and legal service proāvāidersā inā Minnesotāa aāre pāreparināg fā or a suārge in inquiries as residents aātātempt tāo uānderstand thāe implicāatioā ns.
The decision places Minnesota at the centerā oāf aā broader natiāonal dāebate over immigratāion,ā nationaāl security, andā presidenātial auāthority, inteānsifyingā the paārātiā sanā divide over howā the Uā nited States should resāpoā nd to fraud alā legations, refugee reseāttlement, and humanā itarian protectionsā.
