WORLD BANK IMPLEMENTATION SUPPORT MISSION (ISM) – LLWDP II

The World Bank conducted an Implementation Support Mission (ISM) for the Lesotho Lowlands Water Development Project Phase II (LLWDP II) from 18–22 May 2026. During the mission, the World Bank delegation held consultative meetings with the following key stakeholders:

i. The Ministry of Natural Resources (MoNR);
ii. The Commissioner of Water (CoW);
iii. The Lesotho Lowlands Water Development Project Phase II (LLWDP II) Project Implementation Unit (PIU); and
iv. iv. The Water and Sewerage Company (WASCO).

The objectives of the mission were to:

1. Assess overall progress on project implementation since the previous support mission conducted in November 2025 and the subsequent technical mission held in February 2026;
2. Review project fiduciary compliance, with particular focus on financial management and procurement; and
3. Discuss preparations for the Implementation Completion and Results Report (ICR), including agreement on key actions required before project closure on 31 December 2026.

Based on the implementation progress observed during the mission, the Project remained on track to achieve its development objectives. The overall assessment by the World Bank was that project implementation was satisfactory. These engagements facilitated discussions on overall project implementation progress, fiduciary compliance, implementation challenges, and the key actions required in preparation for project closure and completion reporting.

The mission noted that the three key contracts were nearing full completion, with physical progress recorded at 100%, 99.8%, and 98.9%, respectively; W/04 – Construction of the Bulk Water Transmission system and Reservoirs, W/05 – Distribution networks (Hlotse, Khanyane & Ha Lesiamo), and W/06 – Construction of Distribution Systems (Tsikoane, Maputsoe & Mpharane).

The World Bank delegation comprised Ms. Palesa Mokorosi (Senior Water Resources Management Specialist), Mr. F**k Chuan Eng (Lead Water Supply and Sanitation Specialist), Mr. Zvikomborero Hoko (Water and Sanitation Engineer – Consultant), with the participation of Mr. Josses Mugabi (Practice Manager) and Mr. Lubabalo Luyaba (Senior Water Specialist).
