LESOTHO TOURISM DEVELOPMENT CORPORATION

Department: Finance and Administration
Reports to: Manager Human Resources

𝐏𝐮𝐫𝐩𝐨𝐬𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐉𝐨𝐛:

To provide effective and efficient human resources support to LTDC by implementing HR manual (policies and procedures), managing employee relations, coordinating recruitment processes, and ensuring compliance with labour laws and organizational procedures to support achievement of LTDC’s strategic objectives.

𝐊𝐞𝐲 𝐓𝐚𝐬𝐤𝐬 𝐚𝐧𝐝 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬:

Recruitment & Selection:

• Coordinate end-to-end recruitment processes (advertising, shortlisting, interviews, and onboarding).
• Prepare job descriptions and personnel requisitions in collaboration with departments.
• Maintain talent pools and recruitment records.
• Facilitate induction and orientation programs for new employees.

Employee Relations & Welfare:

• Act as the first point of contact for employee HR-related queries.
• Support the resolution of workplace conflicts and disciplinary matters.
• Promote a positive working environment aligned with LTDC values.
• Coordinate employee wellness and engagement initiatives.

Performance Management

• Assist in implementing performance appraisal systems.
• Monitor performance review cycles and ensure timely completion.
• Support supervisors in addressing performance gaps.
• Assist in the implementation of the Corporations rewards management system, including pay structure and performance-based schemes.

Training & Development

• Identify staff training needs in line with LTDC strategic plans.
• Coordinate training programs, workshops, and capacity building initiatives.
• Maintain training records and evaluate training outcomes.

HR Administration & Compliance:

• Maintain accurate and up-to-date employee records and HR databases.
• Ensure compliance with labour laws, regulations, and LTDC policies.
• Prepare monthly, quarterly and yearly HR reports.
• Manage leave administration and attendance tracking
• Assists in developing the departmental budget and business plan.

Payroll & Benefits Support:

• Support payroll processing by providing accurate employee data.
• Administer employee benefits (medical aid, pensions, allowances).
• Ensure statutory deductions and remittances are properly managed.

Policy Implementation:

• Assist in the development, review, and implementation of HR Manual (policies and procedures).
• Ensure staff adherence to organizational policies, code of conduct, and ethics.
• Responsible for day to day running of the Human Resource Department under the supervision of Human Resource Manager;
• Supervises then registry and assists in developing information management policies and procedure

𝐊𝐞𝐲 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐈𝐧𝐝𝐢𝐜𝐚𝐭𝐨𝐫𝐬 (KPIs):

• Timeliness and quality of recruitment processes
• Employee satisfaction and engagement levels
• Compliance with labour laws and HR policies
• Accuracy of HR records and reports
• Training effectiveness and staff development outcomes

𝐂𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐢𝐞𝐬 𝐚𝐧𝐝 𝐒𝐤𝐢𝐥𝐥𝐬:

• Strong knowledge of labour laws and HR best practices
• Excellent interpersonal and communication skills
• Conflict resolution and problem-solving abilities
• High level of confidentiality and integrity
• Strong organizational and time management skills
• Proficiency in SAGE - VIP and Microsoft Office applications

𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬:

A Degree in Human Resource Management and or Development plus five (5) years working experience in the field.

𝐄𝐱𝐩𝐞𝐫𝐢𝐞𝐧𝐜𝐞:

• Minimum of 2–4 years relevant HR experience.
• Experience in the public sector or parastatal organization is an added advantage.

𝐖𝐨𝐫𝐤𝐢𝐧𝐠 𝐂𝐨𝐧𝐝𝐢𝐭𝐢𝐨𝐧𝐬:

• Office-based with occasional travel for training or field engagements.

𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐋𝐞𝐯𝐞𝐥:

• Operates under supervision but exercises discretion in handling HR matters.
• Provides HR guidance to staff
