Purchase Request or Requisition ဆိုတာ
Company ရဲ့ ​ငွေ​ကြေး တပြားက အစ ဝယ်ယူ သုံးစွဲမယ်ဆို ဘယ် Staff မဆို မဖြစ်မ​နေ PR တင်ကိုတင်ကြရတယ်။ အဆင့်ဆင့် ခွင့်ပြုချက်​တွေ ​တောင်းကြရ​လေ​ရော တိကျ​သေချာတဲ့ Spec ​တွေ Sample ​တွေ TOR ​တွေ BOQ ​တွေ ​​ပေးပြီး အဝယ်မမှားရ​​​အောင် ​Asset and Inventory Balance ကိုကြည့်ပြီး ဝယ်ရမယ့် Quantity ကို Confirm လုပ်ကြတယ်။ အဓိက က​တော့ Cost Control , Fraud Prevention and Corruption ,budget tracking လုပ်ဖို့ရန် အတွက် PR က အ​ရေးပါတယ်။

Budget forecasting အတွက် သတ်မှတ်ထားတဲ့ ဝယ်ယူမူ လျာထားချက်​တွေ 100% အ​​ကောင်အထည်​ဖော် ​ဆောင်မူအတွက် PR နဲ့ ချိတ်ဆက်ထားကြပြီး PR preparation with details က Procurement lead time အ​ပေါ်မှာ​ရော ဘယ်​လောက် Impact ရှိနိုင်မလဲ။

User /Requester side က​ရော PR ‘s SOP ကို မှန်ကန်စွာ လိုက်နာဖို့ ဘယ်​လောက်နားလည်သ​ဘော​ပေါက် အသုံးပြုတတ်လည်းဆိုတာအ​ရေးကြီးသလို Procurement team ဘက်က​ရော PR ရဲ့ Proposed delivery Date ကို ရ​အောင် ဝယ်နိုင်ကြရဲ့လား။

Budget controller ဘက်က​ရော တက်လာတဲ့ PR တ​စောင်ကို ဘာကို ကြည့်ပြီး Approve လုပ်​ပေးလဲ?။ Finance ဘက်က​ရော PR က Procurement plan မှာ ပါရဲ့လား Budget code မှန်ရဲ့လား DOA approved person မှနိရဲ့လားစစ်ကြတာလား။

♦️တချို့က Direct Purchase ဆို PR မလိုဘူး ဒါ​ပေမယ့် Asset item ‘s ဝယ်မယ်ဆိုရင်​တော့ တချို့က PR လိုပြန်​ရော

♦️Any staff က PR မပါဘဲ (Direct Purchase ) ကို ကိုယ်တိုင် Run တာ ကြုံဖူးသလို

♦️Only Procurement Staff က အ​သေးအ​မွားကအစ Company all staff ​​​​တွေရဲ့ လိုအပ်ချက်ကို ​နေတိုင်း Direct Purchase or 3RFQ -Comparison Stage နဲ့တင် တိုင်ပတ်​နေ​ရော

♦️SOP’s policy ထဲမှာ​ရော PR ကို User Guideline တိတိကျကျ ​ရေးမထားရင် အထာနပ်တဲ့ Staff ​တွေက လက်တစ်လုံးခြားလုပ်ကြမလား/​မေးခွန်းထုတ်ကြမလား

♦️ကောင်းကျိုးဆိုးကျိုး က​တော့ Without PR ဆို Process မြန်တယ် အချိန်မီ ဝယ်နိုင်တယ် ဘာမမလိုဘူး ဒါ​ပေမယ့် Audit အကြိုက် ​ထောက်ပြစရာ​ကောင်း​နေပြန် Asset control မရှိနိုင် 3RFQ Comparison ကို Skip လုပ်ချင်လို့ Small purchase ကို ကြိမ်ဖန်များစွာ လုပ်နိူင်​ချေများတယ် ကြာလာရင် budget control အားနည်းလာပြီး fraud and corruption ဖြစ်နိုင်​ချေများ
