🚀 The MFSA’s new FIR/01, issued on 14 October 2025, marks one of the most significant shifts in Malta’s financial regulatory landscape in years.

The regulator is clearly moving towards a “substance-first” approach — emphasising local mind and management, robust governance, and full digital operational resilience (DORA) integration.

The days of “letterbox entities” are numbered.

Applicants will now face a better structured pre-application process, stricter post-licensing oversight, and a clear requirement to demonstrate real local presence and operational credibility.

For existing institutions, this is an opportunity to reassess governance models and ensure they meet the regulator’s elevated expectations.
