The Mauritius Prison Service (MPS) has reached a landmark milestone in national transformation, securing Double Gold Recognition at the Public Service Excellence Awards (2023 & 2025) under the Disciplined Forces category.
2023 Gold Award: “E-Prison” – Digital Prison Transformation System
A pioneering shift to a paperless, intelligent prison ecosystem, integrating 33 digital modules across 12 institutions, including Rodrigues, strengthening inter-agency coordination, judicial efficiency and data governance while it ensured continuity of justice services during the COVID-19 period.
2025 Gold Award: “Waste Nothing to Gain Everything” – Circular Economy & Rehabilitation Model
A flagship sustainability initiative anchored in poultry self-sufficiency, detainee vocational development and circular economy principles, reducing national procurement dependency while advancing rehabilitation, reintegration and environmental responsibility.
Together, these two initiatives reflect a bold institutional evolution towards governance excellence, operational self-sufficiency and rehabilitation-centred reform, positioning MPS as a regional benchmark in innovation-driven prison transformation.
This achievement underscores a clear strategic trajectory: from traditional prison operations to a forward-thinking, impact-oriented and sustainable prison ecosystem.

: Services Pénitentiaires - des mesures louables

Le Président de la République a reçu M. Dev Jokhoo, Commissaire des prisons, à la State House ce matin pour échanger sur la situation pénitentiaire à Maurice.

Les discussions ont porté sur les initiatives positives : autosuffisance alimentaire avec production de pain, œufs et volailles, couverture de 38 % des besoins en légumes, et développement de nouvelles installations, notamment en pâtisserie.

Le bien-être et la formation des détenus ont également été abordés : coiffure, menuiserie et autres métiers manuels pour favoriser la réinsertion sociale et professionnelle.

La remise de peine comme motivation et le service communautaire pour délits mineurs (nettoyage de plages, toilettes et rues) ont été discutés.

Pour les femmes détenues, y compris près de 200 ressortissantes étrangères, les enfants ont accès à l’éducation, et des formations en soins de beauté, méditation et suivi psychologique sont proposées avec l’appui des ONG et organisations religieuses, contribuant au bien-être mental et émotionnel.

Enfin, l’échange a aussi porté sur la lutte contre la stigmatisation et le soutien à la réintégration des anciens détenus.

Positive initiatives within our Prisons

President Dharambeer Gokhool welcomed Mr. Dev Jokhoo, Commissioner of Prisons, at State House this morning for a productive exchange on the penitentiary system in Mauritius.

The discussions highlighted positive initiatives within the prison system, including food self-sufficiency through the production of bread, eggs, and poultry, meeting 38% of the demand for vegetables, and the development of new facilities, particularly in baking.

Attention was also given to the well-being and training of inmates, with programs in hairdressing, carpentry, and other manual trades designed to support social and professional reintegration.

The introduction of remission schemes as motivation, as well as community service for minor offenses- such as cleaning of public beaches, public toilets, and streets- were also discussed.

For female inmates, including nearly 200 foreign nationals, children have access to education, while training in beauty care, meditation, and psychological support is offered with the assistance of NGOs and religious organizations, promoting mental and emotional well-being.

Conversations also adressed efforts to combat stigma and support the reintegration of former inmates into society.

The Staff of the Mauritius Prison Service in collaboration with the Blood Donors Association organized blood donations both at Central Prison, Beau Bassin and Eastern High Security Prison, Melrose on Thursday 09 January 2026.
The aim was to palliate the need of blood requirement for patients in strengthening the community ties between the prison service and the public.
On that particular day 157 pints were collected from volunteer donors among the personnel of the Prison Department and this drive reflects the commitment to service beyond the prison walls and to saving lives in the wider community declared the Commissioner of Prisons, Mr P. Jokhoo.
