DMAP progress spurs growing demand for digital solutions and services
The Director of eGovernment in the Ministry of Information and Communications Technology, Moses Chiwoni, has disclosed that the progress being registered under the Digital Malawi Acceleration Project (DMAP) has sparked growing demands and expectations from various levels of Government for digital solutions and services.
He made the remarks during the sixth DMAP Technical Committee Meeting, which was convened by the Department of eGovernment in collaboration with the Public Private Partnership Commission (PPPC). The meeting reviewed progress on key project components and assessed implementation strategies aimed at strengthening Malawi's digital public infrastructure.
It brought together senior ICT officials from key institutions, including the Malawi Research and Education Network (MAREN), the National Registration Bureau (NRB), and the Reserve Bank of Malawi (RBM), alongside representatives from the Ministries of Education, Finance, Lands, and Health.
In his address, Chiwoni said the steady progress of the project has increased demand from ministries, departments, and agencies (MDAs), which are continuously submitting requests for support in advancing their digital transformation initiatives.
"Day in and day out, various MDAs are submitting requests regarding their digital needs under this project, be it in systems development and acquisition, procurement of ICT equipment and gadgets, software licensing, capacity building, and many other interventions," he said.
He noted that the increasing demand demonstrates the confidence Government institutions have in DMAP's ability to transform public service delivery through digital technologies.
Chiwoni emphasized the critical role of the Technical Committee in ensuring that project activities remain on schedule and that implementation challenges are addressed promptly.
He further urged ICT experts to be transparent in highlighting digital challenges and to adopt a solution-driven approach to resolving emerging issues.
In his remarks, DMAP Project Manager, Chimwemwe Matemba, called on Technical Committee members to remain steadfast in advancing the project's objectives through proactive collaboration, innovation, and shared ownership.
Matemba stressed the importance of delivering the project on time, within budget, and to the highest quality standards, saying the success of DMAP depends on the collective commitment of all implementing institutions.
During the meeting, Chief Digital Solution Architect for the Department of eGovernment, Walusungu Gondwe, reported that the project is currently onboarding 25 e-services from various ministries, departments, and agencies onto the Bomalathu e-Services Portal.
Once completed, the portal will provide citizens and businesses with a centralized platform for accessing government services online, improving efficiency, convenience, transparency, and the overall quality of public service delivery.
The meeting also heard that DMAP has signed a contract with a supplier for the procurement of 2,400 Biometric Registration Kits (BRKs) for the National Registration Bureau.
The procurement forms part of the government's efforts to transition to a next-generation digital identification system, which is expected to strengthen identity management, improve access to public services, and support the country's broader digital transformation agenda.

Minister outlines vision for a connected and inclusive digital Malawi
Minister of Information and Communication Technology, Dr. Shadric Namalomba, has reaffirmed the government’s commitment to building a connected, secure, and inclusive digital nation, where every citizen, institution, and business can meaningfully participate in the digital economy.
Dr. Namalomba made the remarks today during the official opening of the 2026 International ICT Expo in Lilongwe.
The Minister said the government’s vision over the next four years is to expand digital connectivity and ensure that technology-driven services reach all corners of the country.
He revealed that, through funding secured from the World Bank under the Digital Malawi Acceleration Project (DMAP), the government plans to connect an additional 2,000 schools to digital services.
According to Dr. Namalomba, this initiative will increase the number of connected schools from 2,000 to 4,000, representing significant progress toward the national goal of connecting all 9,000 schools across the country.
He further disclosed that the government is targeting an 80 percent national connectivity rate to drive economic growth, improve public service delivery, and enhance Malawi’s competitiveness in the global digital economy.
“Our target is to have every primary school, every secondary school, each village, and every public place connected,” said Dr. Namalomba.
The Minister also announced that the government is advancing the Malawi Information Technology Authority (MITA) Bill, which is expected to facilitate the establishment and operationalisation of the authority with support from DMAP.
In his remarks, Principal Secretary for e-Government in the Ministry of Information and Communication Technology, Prosper Mopiwa, reiterated the government’s commitment to accelerating digital transformation through policy reforms, expanded digital infrastructure, innovation, and the delivery of public digital services.
Meanwhile, ICT Association of Malawi (ICTAM) President Clarence Gama commended the government for its continued support of ICT innovation and digital solutions.
He urged stakeholders to sustain the momentum and ensure that digital connectivity reaches all parts of the country.
The 2026 International ICT Expo is being held under the theme: “Unlocking Malawi’s Digital Economy: ICT Exports, Trusted Payments and Fraud Resilience.”

New PPPC CEO meets DMAP Team
The newly appointed Chief Executive Officer of the Public Private Partnership Commission (PPPC), Arthur Nanthuru, today held his first official engagement with the Project Implementation Unit (PIU) of the Digital Malawi Acceleration Project (DMAP), marking the beginning of a closer working relationship aimed at accelerating Malawi's digital transformation agenda.
The meeting was led by PPPC Board member, Commissioner Osman Karim, and brought together members of the DMAP PIU. As the lead implementing agency for DMAP, PPPC plays a central role in overseeing the implementation of the project, which seeks to expand digital connectivity, improve access to government services, and strengthen Malawi's digital economy.
In his welcoming remarks, Karim emphasized the significance of the CEO's leadership in driving the successful implementation of DMAP and advancing the country's digital transformation aspirations.
He noted that the project remains one of the Government of Malawi's flagship initiatives for modernizing public service delivery and increasing citizens' access to digital services.
Karim also highlighted the growing importance of Artificial Intelligence (AI) and other emerging technologies, encouraging the project team to embrace innovation and leverage digital tools to enhance efficiency and service delivery.
The commissioner further commended the PIU for its dedication and professionalism, expressing satisfaction with the progress made under the project.
He challenged the team to maintain the same level of commitment, continue delivering results, and uphold the high standards that have contributed to the project's successes.
Speaking during the meeting, Nanthuru acknowledged the significant achievements registered under DMAP and praised the project team for their efforts in supporting Malawi's digital development agenda.
He emphasized the transformative impact the project is already having across various sectors and stressed the need for continued focus on both results and sound implementation processes.
DMAP Project Manager, Chimwemwe Matemba, provided an overview of the project's structure and introduced the various departments and technical teams responsible for implementing different components of the project.
Matemba then welcomed Nanthuru to the project.
Nanthuru joins PPPC with an impressive career spanning more than 30 years in the legal profession and public service.
Throughout his career, he has held several senior positions within government institutions, where he contributed to policy development, governance, and public sector management.
