PUBLIC NOTICE
PHASE OUT/BAN ON REVENUE SCRATCH CARDS & AUTOMATION OF HAULAGE SPACE IN EDO STATE.
In line with the state government’s commitment to digitization and as part of efforts to ensure transparency, and eliminate revenue leakages in the revenue system, the Edo State Internal Revenue Service (EIRS) wishes to inform the general public, particularly transport operators in the haulage space, haulage companies, drivers, and stakeholders, of a major shift in our revenue collection modality under the haulage space.
1. Phase out and Complete Ban on Revenue Scratch Cards (RSC).
With effect from Friday, May 1st, 2026, the use of physical revenue scratch cards for the payment of haulage fees across Edo State has been banned and phased out completely.
Members of the public are strongly advised against purchasing any paper scratch card, as it is no longer recognized as legal proof for the payment of haulage fees. Anyone caught in the sale or issuance of the abolished cards shall be blacklisted and prosecuted.
2. Automation of the Haulage Space
Consequent on the above ban and to simplify compliance as well as ensure a seamless transit experience for all logistics operators, the EIRS has officially automated the haulage space. This new method is fast, secure, and eliminates extortion or harassment on Edo State roads.
3. How the Automation System Works
a. The driver approaches the vendor, gets on-boarded by registration and issuance of a QR Code which he sticks onto the right hand side of his vehicle’s windshield.
b. The vendor funds the driver’s digital wallet using his Tax ID, phone or vehicle number to make payment.
c. The QR Code is thereafter scanned with a handheld scanner to verify payment validity within seconds by a Revenue Collector or Enforcement Officer to confirm payment.
In view of the above, all haulage operators are urged to adapt to this digital transition immediately. From the effective date, any vehicle found operating without a valid, scannable QR code stuck to the windshield, will be deemed non-compliant and shall be liable to sanctions.

Edo IRS Boss Led Delegation to the 28th Annual CITN Tax Conference in Abuja
The Edo State Internal Revenue Service (EIRS), Executive Chairman Mr. John Odior, FCA, ACTI led Executive Directors, Directors and Members of Staff to the 28th Annual Tax Conference organized by the Chartered Institute of Taxation of Nigeria (CITN) in Abuja.
The conference, which held from May 11 to May 15, 2026 took place at the Bola Ahmed Tinubu International Conference Centre (BAT-ICC).
This year’s conference themed "Tax Reforms and Global Relevance: Positioning Nigeria's Tax System for a Sustainable Future", served as a melting pot for tax professionals, policymakers, revenue administrators, and industry leaders to galvanize ideas, discuss critical reforms and emerging trends within the sector.

EFCC, EIRS COLLABORATE IN TACKLING TAX FRAUD IN EDO STATE
The Economic and Financial Crimes Commission (EFCC) and the Edo State Internal Revenue Services (EIRS) have agreed to collaborate in combating tax fraud in the state.
This agreement was reached on Thursday May 7, 2026, when the Executive Chairman of Edo State Internal Revenue Service, John Odior paid a courtesy visit to the Benin Zonal Directorate of the Commission on Thursday May 7, 2026.
The EIRS boss disclosed that he was at the Commission to explore areas of collaboration and deepen the relationship between the two organisations.
He noted that collaboration with the EFCC has become imperative in order to bring in those who evade taxes, pay little and those who are not captured into the tax net. "When you arrest a suspect, ask for evidence of their tax payment or tax clearance certificate. You can write to us to find out whether the person has been paying tax or not, and we shall provide you with the information." He noted that through such information sharing more people will be captured into the tax net and improve the revenue drive of the state government.
Responding, the Ag Zonal Director, Benin Zonal Directorate, Deputy Commander of the EFCC, DCE Sa'ad Hanafi Sa'ad, said the Commission has been collaborating with the EIRS and was willing to continue noting that the Commission has a section that deals with tax matters. "We have a Tax Fraud Section which deals with issues of taxes. The Commission recognises its importance as a source of revenue for the government and we ensure that those who try to evade tax payment face the consequence of their action! He assured the EIRS boss that the Commission's door will always be open to them. "You can call on us anytime you have anything to share with us and we shall respond accordingly."
