CP BAKORI DELIVERS GOODWILL MESSAGE AT CAPACITY BUILDING PROGRAMME ON PDSS, REAFFIRMS COMMAND’S COMMITMENT TO ACJL COMPLIANCE IN KANO STATE

The Commissioner of Police, Kano State Police Command, CP Ibrahim Adamu Bakori, PhD, SFIPMA, MNIM, MNIPS, MASIS today, Wednesday, 1st July, 2026, delivered a goodwill message at a Capacity Building Programme for the Strategic Implementation of the Police Duty Solicitor Scheme (PDSS) in Kano State.

The programme, held at the Nigerian Bar Association, NBA Kano Branch Secretariat, Kano, was organized through a collaboration between the United Nations Development Programme (UNDP) and the Kano State Administration of Criminal Justice Monitoring Committee (ACJMC).

The Capacity Building Programme was aimed at strengthening synergy among justice sector actors for the effective implementation of the Administration of Criminal Justice Law, 2019 (ACJL) and other Criminal Justice Laws in Kano State. Specifically, the PDSS is designed to:
i. Address Pre-Trial Detention and Decongestion of Detention Facilities; and
ii. Ensure Suspects are Properly Represented During Police Questioning, while also providing support to survivors and victims of crime.

In his goodwill message, the CP described the PDSS as a critical pillar in the effective implementation of the ACJL. He noted that the Scheme promotes a criminal justice system that is fair, transparent, accountable, and rights-based, which in turn strengthens public trust and confidence in the Police.

The CP highlighted existing compliance structures within the Command. He stated that Police Officers of the Command have already been trained on the provisions of the PDSS to ensure proper understanding and implementation at the investigation stage. He further disclosed that at the Criminal Investigation Department, CID, Bompai, the Command has a dedicated ACJL Section mandated to monitor all investigations and ensure strict compliance with the provisions of the Law. According to him, this structure guarantees the protection of suspects’ rights in line with constitutional provisions and ensures investigations meet established legal standards of justice and fairness.

He pledged the full cooperation, commitment, and synergy of the Command with ACJMC, UNDP, and all stakeholders on behalf of the Inspector-General of Police, IGP Olatunji Rilwan Disu, psc(+), NPM, and the entire officers and men of the Kano State Police Command.

The event had in attendance key stakeholders in the justice sector, including the Honourable Chief Judge of Kano State, represented by Hon. Justice Zuwaira Yusuf; the Honourable Attorney General and Commissioner for Justice, Kano State, Hon. Abdulmalik Kabiru Maude; the Chief Registrar, High Court of Justice Kano, Hassan Hussain Sulaiman; the Solicitor-General, Ministry of Justice, Salisu Mohammed Tukur; the State Coordinator, National Human Rights Commission, Shehu Abdullahi; the Chairperson, International Federation of Women Lawyers, FIDA, Kano, Hajia Salma Ahmad Danbaffa; the Representative of UNDP, Vivian Tobechukwu; the Representative of Legal Aid Council; the Chairmen of the Nigerian Bar Association, NBA, Kano and Bichi Branches; Twenty (20) Divisional Police Officers, DPOs and Twenty (20) Divisional Crime Officers, DCOs of the Command; Magistrates; and other critical stakeholders.

The Honourable Chief Judge, the Honourable Attorney General, and the Representative of the Legal Aid Council all commended the Commissioner of Police and Officers of the Command for the effective implementation of the PDSS in Kano State and their sustained cooperation with justice sector partners.

The Kano State Police Command remains committed to upholding the rule of law, protecting human rights, and ensuring that justice is not delayed or denied to any party, whether as an accused or victim of crime. The Command will continue to sensitize its personnel and deepen collaboration to ensure the PDSS is seamlessly integrated into daily policing operations.
