APC Primary: Tinubu Wins 100% in Zulum’s Ward

President Asiwaju Bola Ahmed Tinubu, the All Progressives Congress (APC) presidential aspirant for the 2027 general elections, has recorded a clean sweep in Mafa Ward of Borno State – the home ward of Governor Prof. Babagana Umara Zulum.

The direct primary election was conducted at Mafa Central Primary School and presided over by the Chairperson of the Presidential Primary Election Committee, Hajiya Inna Alkali Imam.

Tinubu polled 2,175 votes out of the total number of votes cast, representing 100% of all valid votes in the ward. Mafa Ward has 2,277 registered party members, and the exercise saw an impressive turnout, with nearly all registered members participating in the primary.

The other contestant, Stanley Osifo, a businessman and APC chieftain from Edo State, scored zero votes.

Babagana Umara Zulum, who serves as the Coordinator and Collation Officer for the presidential primary election in the state, said he was in Mafa to witness and participate in the exercise.

“I am from Mafa Ward, and that is why I am here to witness and participate in the exercise. We have two candidates, President Bola Ahmed Tinubu and Mr Stanley Osifo,” Zulum stated.

Governor Zulum, who also cast his vote, expressed satisfaction with the conduct of the primary and the enthusiasm of party faithful. “So far so good, we have contacted the presidential primary election for Mafa ward, and I am very impressed with the turnout. We have a total of about 2,277 registered party members in Mafa ward, out of which 2,175 were accredited for the voting, and all of them voted for President Bola Ahmed Tinubu, while the other candidate scored zero,” Zulum said.

The APC presidential primary continues across the country, with final results expected to be announced at a later date.

Zulum presents Borno APC gubernatorial candidate Gunio to Tinubu

Borno Governor Prof. Babagana Umara Zulum on Friday formally presented the All Progressives Congress (APC) governorship candidate for the state, Engr. Mustapha Gubio FNSE, to President Asiwaju Bola Ahmed Tinubu at the A*o Rock Villa, Abuja.

He lauded President Tinubu’s unwavering commitment to peace and reconstruction in the Northeast, noting that the President’s leadership has been instrumental to the APC’s cohesion and progressive governance in the region.

The Governor was accompanied by a member of the House of Representatives, Engr Buiar Talba.

Zulum Appoints Dr. Babagana Mustapha Mallumbe Acting Chief of Staff, Assigns Portfolios to Newly Sworn-in Commissioners

Borno State Governor, Professor Babagana Umara Zulum, has approved the appointment of Engr. Dr. Babagana Mustapha Mallumbe as the Acting Chief of Staff to the Governor.

Until his appointment, Dr. Mallumbe is the Deputy Chief of Staff (DCOS I) to the Governor.

Governor Babagana Zulum has also approved the posting and allocation of portfolios to the 10 newly sworn-in commissioners.

The postings are aimed at strengthening governmence and accelerating the implementation of the administration’s 25-year Development Plan and 10-year Strategic Transformation Initiatives.

The portfolios are as released:

1. Barr. Hauwa Abubakar - Attorney General and Commissioner for Justice.
2. Hon. Bukar Mustapha Dalatu - Commissioner of Budget and Planning.
3. Hon. Engr. Lawan Abba Wakilbe - Commissioner of Education, Science, Technology, and Innovation.
4. Hon. Umar Lawan Dalorima - Commissioner of Finance and Economic Development.
5. Professor Baba Mallam Gana - Commissioner of Health and Human Services.
6. Professor Usman A. Tar - Commissioner of Information and Internal Security.
7. Hon. Sugun Mai Mele - Commissioner of Local Government and Emirate Affairs

Zulum Assures Immediate Relief Items, Dignified Resettlement of Displaced Persons in Monguno

Borno State Governor, Professor Babagana Umara Zulum, has assured displaced communities affected by insecurity that the government is working closely with the Nigerian military hierarchy to provide immediate humanitarian and long-term support.

Governor Zulum gave the assurance when he visited displaced persons in Monguno town on Sunday, reaffirming his administration’s commitment to ensuring dignified resettlement back to their ancestral communities.

While at the IDP camp, the governor interacted directly with displaced families as women, children and elderly residents gathered around him while he listened to their concerns.

“We have examined the situation critically alongside the hierarchy of the Nigerian military, and it has been concluded that we shall provide immediate humanitarian support to these displaced communities, especially in the areas of water, shelter, and sanitation,” Zulum stated.

“Apart from this, we shall also ensure that medium and longer-term sustainable solutions are being adopted, which is acceptable to this community and their ancestral home,” he said.

“We will improve the living conditions of the displaced persons; we will not allow our citizens to endure such hardship without urgent government intervention.”

He also urged residents to cooperate with security agencies by reporting suspicious movements and activities within their communities, noting that sustaining peace and security requires collective responsibility.

“Security is everybody’s business. Communities must continue to support security agencies with timely and useful information,” the governor stated.

Governor Zulum disclosed that there are over 50,000 returnees in Marte, stressing that plans were underway to facilitate the return of more displaced persons to the town as part of the medium and longer-term solution.

He immediately directed the Secretary to the State Government, the Commissioner for Local Government, the Commissioner for Internal Security, and the Chairman of Marte Local Government Area to work out the modalities for implementing the recommendations adopted.

The governor sympathized with the people affected by the recent insecurity and reaffirmed the government’s commitment to supporting them.

As part of the visit, Governor Zulum also met with health workers at the Monguno Eye Hospital, commending them for continuing to provide medical services despite difficult working conditions and limited resources. He announced financial support to improve their welfare and encourage greater commitment to healthcare delivery in the area.

The governor also visited the Commanding Officer of Forward Operation Base (FOB) Mairari for a security brief.

Zulum Lauds Peaceful Conduct of APC House of Reps Primaries

Borno State Governor, Professor Babagana Umara Zulum, has applauded the peaceful and orderly conduct of the All Progressives Congress (APC) primary election for the House of Representatives across the state.

The governor made the commendation on Saturday in an interview with newsmen shortly after supervising the APC primary election for Gubio, Kaga and Magumeri Federal Constituency, in Magumeri town.

Hundreds of party supporters from the three local government areas thronged the venue of the primaries to welcome the governor and other APC officials for the conduct of the exercise.

“We are here to witness the primary election in line with the Electoral Act 2026 and the APC constitution, which allows for consensus arrangements among aspirants.,” Zulum stated.

The governor explained that three aspirants initially indicated interest to contest for the House of Representatives ticket, but two later stepped down in support of the incumbent lawmaker, Hon. Usman Zannah.

“We have three contestants vying for the position of the House of Representatives, but fortunately, under the consensus arrangement as enshrined in the constitution of our party, the All Progressives Congress (APC), two of the aspirants stepped down for the incumbent member, Hon. Usman Zannah,” he said.

“We are here, and the people of the three local government areas have affirmed their support for the consensus candidate,” the governor noted.

He congratulated Hon. Zannah on his emergence and commended the aspirants who stepped down, Hon. Shettima Shehu and Alhaji Mohammed Sanda Ngamdu, describing their action as a demonstration of party unity and political maturity.

“I want to extend my congratulations to the candidate and the others who stepped down for him,” Zulum said. “I also want to express my appreciation to all APC supporters and the people of Borno State for ensuring a peaceful voting process.”

The governor further stressed that APC’s consensus arrangement was voluntary and not intended to deny anyone the right to contest.

“Under the consensus arrangement, the government of Borno State and the party have never taken a decision to stop anybody from contesting,” he explained. “Consensus is a voluntary option, and anybody who does not wish to go for a consensus election has the right to participate in a direct primary.”

Chairman APC Primary Elections Committee for Gubio, Kaga and Magumeri Federal Constituency, Hon. Yuguda Saleh Vungas, confirmed that stakeholders and members of the party have adopted consensus as the mode of primary.

He commended Governor Babagana Umara Zulum for providing the enabling environment for the peaceful and
smooth conduct of the exercise.

Through the voice vote, APC members from the three local government unanimously affirmed Hon. Usman Zamna as the consensus candidate. The exercise was attended by the Independent National Electoral Commission, INEC officials and APC officials from the national headquarters.

Governor Babagana Zulum was accompanied by the APC consensus gubernatorial candidate, Engr. Mustapha Gubio; Secretary to the State Government, Bukar Tijani and the acting Chief of Staff, Dr. Babagana Mustapha Mallumbe.

Breaking: BOHA Receives List of Seven Commissioner-Nominees from Gov. Zulum

The Borno State House of Assembly has officially received the names of seven nominees for appointment as Honourable Commissioners, following an executive communication transmitted by the Borno State Prof. Babagana Umara Zulum.

The Speaker of the House, Hon Abdulkarim Lawan, announced the nominees during plenary on Tuesday, where he formally read the communication before members of the Assembly.

The nominees presented for screening and confirmation are:

Zulum Appoints Prof. Bukar Usman as Pioneer Chairman of Zakkat, Waqf Commission, Names New Secondary Education Board Member

Borno State Governor, Professor Babagana Umara Zulum, has approved the appointment of Prof. Bukar Muhammad Usman as the pioneer Executive Chairman of the newly established Zakkat and Waqf Collection and Distribution Commission.

The Commission, which became operational in 2025 following the passage of its enabling law by the State Assembly and the Governor's subsequent assent, is mandated to oversee the collection, administration, and equitable distribution of Zakkat and Waqf across the state.

The appointment of the Executive Chairman is in accordance with the powers conferred on the Governor under Section 4 (1) and (2) of the Commission’s Law, 2025.

Prof. Bukar Muhammad Usman, a Professor of Arabic Literature and a distinguished Islamic scholar, brings to the role expertise in Islamic jurisprudence and academic leadership.

He began his academic career at the Nigerian Arabic Language Village, Gamboru Ngala, where he served as a lecturer from 2006 to 2018. Following the completion of his Ph.D., he joined the Department of Arabic at Yobe State University, where he currently holds the rank of professor.

Before his appointment, Prof. Bukar served as Head of the Department of Arabic at Yobe State University and was a member of both the university's Senate and Council. He also served on the editorial board of Al-Nur Journal, a scholarly publication of the Department of Arabic.

He participated in numerous seminars, workshops, and conferences both nationally and internationally. He has published several scholarly papers in reputable local and international journals and also supervised many Master’s and Ph.D. theses across various institutions.

In a related development, Governor Zulum has also approved the appointment of Malam Muhammad Ibrahim Muhammad as a member of Borno State Senior Secondary Education Board, representing Southern Borno.

The appointment follows the demise of Alhaji Ibrahim Sarki in January 2026 and is in line with the provisions of Section 4 (1)(a) of the Borno State Senior Secondary Education Board (Amendment) Law, 2024.

Until his appointment, Malam Muhammad Ibrahim Muhammad was a lecturer at the College of Education, Gashua, and holds a Master’s degree in Fundamentals of Religion.

Governor Zulum congratulated the appointees and urged them to deploy their experience, integrity, and commitment toward strengthening their respective institutions.

Both appointments are for an initial term of four years and are subject to confirmation by the Borno State House of Assembly.

Zulum elated by Tinubu’s approval of 3 federal institutions for Borno in 3 years
. Says Borno will reciprocate the gesture in 2027

Borno State Governor, Professor Babagana Umara Zulum, has commended President Bola Ahmed Tinubu for approving three major federal institutions for the state within three years of assuming office.

Zulum made the commendation on Sunday in Bama, shortly after a sympathy visit to residents affected by a devastating windstorm that struck part of the town last week.

Zulum specifically noted that since President Tinubu took office, he has approved the take-off of three vital federal institutions, including the Federal College of Education, Gwoza; the National Orthopaedic Hospital, Azare; and the Federal University of Agriculture and Entrepreneurship, Bama.

He expressed delight that the institutions would directly transform the lives of the people of Borno through job creation, improved access to quality education, and specialised healthcare delivery.

Zulum commended President Tinubu for his sustained attention to Borno’s recovery and development needs, noting that the three federal institutions would significantly accelerate post-insurgency reconstruction and economic revitalisation.

“I want to draw your attention to the establishment of the Federal University of Agriculture and Entrepreneurship, Bama, by the President of the Federal Republic of Nigeria, Bola Ahmed Tinubu, just two days ago.

“The pioneer principal officers were appointed. This is a remarkable achievement, and we want to hail the President for what he has done.”

“The take-off of the Federal College of Education, Gwoza, and the National Orthopaedic Hospital, Azare, was achieved under the administration of President Tinubu; therefore, I want to commend him and assure him that the people of Borno State will reciprocate the kind gesture at the appropriate time.”

Zulum had last year announced the handover of Umar Ibn Ibrahim El-Kanemi College of Education, Science, and Technology, Bama, for the immediate commencement of academic activities at the newly established Federal University of Agriculture and Entrepreneurship, Bama. The Governor also approved one billion naira for the immediate take-off of the University.

The Governor has consistently offered similar support to the Federal Polytechnic, Monguno; Federal College of Education, Gwoza; and National Orthopaedic Hospital, Azare, approving over N5 billion to facilitate a seamless take-off.

The Governor also inspected ongoing construction work for the 19 Brigade headquarters in Bama, underscoring his administration’s determination to consolidate security gains and restore full civil authority around the Bama general area.
