COMMANDANT PADONU RECEIVES NISS EXECUTIVE INTELLIGENCE MANAGEMENT COURSE 19 SYNDICATE

The State Commandant, Commandant Augustine Padonu, on Tuesday, 28th April 2026, received a delegation from the Executive Intelligence Management Course (EIMC) 19 of the National Institute for Security Studies (NISS), Lower Usuma Dam, Bwari, Abuja.

The delegation, led by the Director of Studies, Halima Z. Ibrahim, was at the State Command Headquarters as part of the study tour component of the course. The theme of EIMC 19 is _“Ethnic Militia and Resource Competition in Africa: Implications for National Security.”_

Speaking during the visit, the team lead, Halima Ibrahim, explained that the Executive Intelligence Management Course is a ten (10)-month intensive programme designed to prepare high-level intelligence and security professionals for strategic roles in sustaining national security. She noted that the course, which culminates in the award of Fellow of the Security Institute (fsi), aims to broaden participants’ perspectives on security dynamics in Nigeria and beyond.

She further stated that the syndicate was deployed to the Nigeria Security and Civil Defence Corps (NSCDC), Oyo State Command, to engage in knowledge exchange and gain deeper insights into the operational strategies of the Corps in addressing contemporary security challenges.

In his response, the State Commandant, Augustine Padonu, welcomed the delegation and provided an overview of the Command’s operational structure and achievements. He highlighted the strategic spread of Area Commands and Divisional Offices across Oyo State, emphasizing their critical role in effectively delivering on the mandate of NSCDC.

The interactive session that followed featured robust discussions, during which members of the syndicate raised pertinent questions on key security issues. These included:

- Measures being implemented to combat illegal mining activities in the state

- Strategies to address the rising cases of vandalism and theft of Critical National Assets and Infrastructure (CNAI)

- Mechanisms put in place to mitigate farmer-herder conflicts and manage flashpoints arising from competition over land and economic resources

- Initiatives aimed at strengthening community relations and intelligence gathering

- The operational capacity of Agro Rangers in monitoring and responding to farmer-herder clashes

Commandant Padonu provided detailed responses, outlining the proactive measures, inter-agency collaborations, and community-based approaches adopted by the Command to tackle these challenges effectively.

As a mark of appreciation, the Director of Studies, Halima Z. Ibrahim, presented a collection of academic and security-related publications from the Institute to the State Commandant.

The visit underscores the importance of collaboration, knowledge sharing, and strategic engagement among security institutions in addressing evolving security threats and enhancing national stability.
