Few days ago, I mentioned how the skills development program of successive governments have moved from SURE-P to NPower. Yesterday, the news was that the scheme has been renamed to Renewed Hope Job Creation Programme (RHJCP) as disclosed by the National Programme Manager of the N-Power, Akindele Egbuwalo, disclosed this on Monday.

Just like the conditional cash transfer and other schemes aimed at putting money into the pockets of Nigerians, it seems the underlying purpose of the scheme is not to create skills but to put money into the hands of 5 million persons.

Whatever the government chose to do, if it does not satisfy the following requirements, then, we are probably in for another ride as far as skills development is concerned;

1. There should be a skills gap analysis
2. Beneficiaries need to be rightly matched to their areas of interest.
3. The scheme should be deliberately planned to train skilled workers, not apprentices.
4. There should be a progressive plan for upward movement of persons trained.
5. The informal sector needs to be formalised through RPL.
6. Stipends should be dispensed timely.
7. Accredited centres should be engaged only.
8. Ultimately, the process of National Skills Qualifications (NSQ) should be adopted from training to use of Assessors, Internal Verifiers and External Verifiers.

In the coming days, I will make attempt to explain each of the points mentioned above.
