The Constabulary Intelligence has surprisedly questioned on PNG's worst riot incident in January 10. The intelligence Division maybe succumbed to such participation not withstanding official responsibilities. The forces applied to the tests were provocative and officers were seemingly assume to be implicated.

I would prefer to ineluctably prejudice on the particulars basing on reasons conferred to the cause;

1) In Such economical Crisis ( Inflation)
• The CEO Commissioner and Prime Minister may perhaps drive Internal Policies and improve Stricter Decipline and guide where the Intelligence Division is a very Important Arm of the Constabulary before the riot at least 6 months after noticing the economical situation of our Country.. This is paramount to the Security and Intelligence Division particularly.

2) The Hierarchy where it begins first with the CEO Commissioner when such had to be identified through improving provisions;
• Frequent Training Establishment
• Infrastructure Improvement
• Mobilisation and Equipments
• Gears, tools and safety

These however havn't been available before the riot, and Papua New Guineans and including the Neutralize citizens knew the country's economical Crisis (Inflation) before the riot was staged.

Hence I assume the commissioner together with the Prime Minister should be given the room to address why all these improving requirements were not available during the time of the scene..

Because through the scenario, when all these requirements are unavailable before the scene, the situation is provocative for anyone to have or portion of the opportunity...

Illegal Development Credit Agreement

Obvious to James Marape intention, the last Thursday newspaper Article highlighted James Marape's illegal preservation of Gulf Province Provincial budget worth K20 million. Yesterday's article from the newspaper the Govermor of Gulf Province expressed disatisfaction on James Marape 'erred' transaction which apparently correlate to James Marape's Irregularities inadequate to normal Provincial and District Accounts or Financial Objectives and settings. This however for the first time in comparison to the former Prime Minister no such objectives has been administratively visioned or structured but rather the Provincial Administration as usual may have its own business arm or subsidiaries pivotable to sustain and support the Provincial systems and functions of the Provincial Administration as whole.

In light of the matter, James Marape intentions is brought to day light how he visioned on his motive to illegally divert Gulf Provincial Funds for his later benefits.

As described in the newspaper article 'Redundant Account' which collaborate to huge private business and enterprenuers who wish to invest with the banking agencies to collect profit. Redundant Account simply means 'Development Credit Agreement, a Financial Loan Program instituted in most banking organizations.

This Financial Credit scheme contains very high requirements, policies and laws and may somehow if successful would deter other legitimate Custodians or relevant authority's participation. The actions sought by James Marape will otherwise also violate the States Acts and Public Management Act under Leadership Code of Ethic. James Marape is subjected for a crime against Gulf Provincial Administration and the States of Papua New Guinea.

VoNC will have her point of view tomorrow on James Marape corruptive instinct whether to remain as a Prime Minister. For the 95% population of this Country Papua New Guinea celebrates the downfall of the worst Prime Minister in Papua New Guinea political history and worst also in the whole of South Pacific..

Moreover it is understood the Courts have professionally examined and dismissed Mr Pali Ninigi incredibility of the Adjournment of VoNC adequacy and it is clearly substantial to declare the legality of the VoNC precedent and further moved in the Parliament by the Opposition 'unopposed'..

Provincial and Districts Level of Administration have been 'privatized'. James Marape dictatorship is to control all Provincial and district accounts.. Decentralization is the indication of what would be a' Stepping Stone ' to all their illegal achievements. Tertiary Students Scholarship Assistance is delayed by non rhetoric techniques.They would pretend to refer the situation to the District Administrations' responsibilities.

However, James Marape, Eric Kwa and Luther Wenge, Pangu strongholds, must disolve this blunt provisions that will destroy the future of all Morobeans and Papua Guineans.

DECENTRALIZATION GOVERNMENT

Papua New Guinea currently experiencing a very crucial situation on the process of the new 'Pair' electoral voting system, the People's Choice with her new partner 'Councilor Lobby. The situation fuels more frustration and confusion on the types and voter mainly encourage the People's Choice to be conducted in their Provinces and District. The confirmation yet to reach the communities while the people anticipating on.

However, we are exposed, and in any democracy systems and Governments, a Constitution cannot have two methods of voting system, with the current new voting pattern the Government although approving it have erred the Electoral Commission and Jeopardise the integrity. The new Pair voting system is unconditional which does not voice 'Equal Participation;
Common Decisions
Shared Resources and Facilities
Organised Time and Events
Finance
All these affect the National Goal and objective and people are vulnerable to encounter disruptions and disastrous experience. These situations will be high and most communities are exposed.

The Pair voting method systematically applicable to what is called the 'DECENTRALIZATION GOVERNMENT'.
Decentralization means to hand over political, financial and administrative authority. from central to local (district/city) governments, so that the government can facilitate and guarantee better public services for the people. In this fashion of government, the suggestion of Papua New Guinea to have the decentralized government is too disastrous. With the current Economy crisis (Inflation) the idea of decentralization is an infliction of decayed moral aptitudes to our freedom and rights.

The Pair Voting method significantly promotes the separation of human rights, deprivation of human liberty especially when we are faced with the Councilor Lobby voting method. It is obviously not safe . The government had to understand the fact of our economy crisis (Inflation) the truth of not accepting the dual voting method is that Papua New is not ready for any such electoral changes or precedent.

The program participates WITHOUT a Polling Booth significantly outrage damages to human rights and freedom, People must identify themselves being deprived, separated and undermined. The democracy of our nation is fallible.
