All six municipalities of Batanes earned a High Performing rating in the Anti-Drug Abuse Council (ADAC) Performance Audit conducted by the Provincial Audit Committee on May 6, 2026, at the Department of the Interior and Local Government Provincial Office.
The audit assessed the functionality of Municipal Anti-Drug Abuse Councils (MADACs) based on the following criteria: Reconstitution of Local ADACs, Conduct of ADAC Meetings, Allocation of Funds and Implementation of Anti-Illegal Drug PPAs, Support to Component ADACs, ADAC General Supervision, Conduct and Sustainability of Barangay Drug Clearing, Ensuring Accessibility to Rehabilitation and Reintegration, and Local Test of Integrity. Members of the Provincial Audit Committee, composed of representatives from partner agencies such as the PNP, PDEA, and CSOs, took part in the evaluation to ensure an objective and transparent assessment process.
During the activity, the committee conducted the final review and validation of the Means of Verification submitted by the municipalities through the Anti-Drug Abuse CouncilโFunctionality Monitoring System (ADAC-FMS). An initial assessment of the submitted MOVs had earlier been carried out by the Provincial Audit Committee on April 16, 2026. Documentary requirements were carefully examined based on prescribed indicators prior to the confirmation of final scores.
The results highlight the sustained commitment of the municipalities of Batanes in strengthening anti-illegal drug initiatives and maintaining functional local anti-drug abuse councils. The assessment outcomes will also guide the provision of technical assistance and capability development interventions for continuous improvement.

The Provincial Government of Batanes, in partnership with Department of the Interior and Local Government, successfully conducted a Training Workshop on the ๐nvironmental ๐ฃrotection ๐gency ๐ก๐ฒ๐work (EPANET) aimed at enhancing the technical capability of local engineers and technical personnel in water supply system planning and design.
The three-day activity, held on May 5โ7, 2026, at the PPDO Training Hall, gathered municipal engineers, technical staff from local government units, representatives from the Provincial Government, and personnel from the DILG Provincial Office.
Engr. John Marlo R. Pascual from the DILG Regional Office provided the orientation and technical assistance through an online platform, ensuring that participants received expert guidance on the use and applications of the EPANET software.
EPANET is a hydraulic modeling software used worldwide to simulate water flow and pressure in distribution networks. Through lectures, demonstrations, and hands-on workshops, participants gained practical knowledge on water distribution system modeling, network simulation, and analysis of results for planning and design applications.
The activity forms part of continuing efforts to strengthen the capacity of local government units in developing sustainable, efficient, and reliable water supply systems for communities across the province.
By equipping technical personnel with modern planning tools, the province takes another step toward improving access to safe and dependable water services for every Ivatan household.
