In line with its commitment to strengthen community-based livelihood opportunities through science, technology, and innovation, the Department of Science and Technology Provincial Science and Technology Office of Nueva Vizcaya, in partnership with Nueva Vizcaya State University and the Local Government Unit of Kayapa, successfully conducted a Training on Ginger-Based Products Processing on May 15, 2026, at the NVSU Food Processing Center in Bayombong, Nueva Vizcaya.
The training was facilitated by DOST PSTO Nueva Vizcaya and implemented by the NVSU College of Human Ecology under the leadership of Dr. Maria Teresa A. Fulgencio. Participants from the Rural Improvement Club (RIC) of LGU Kayapa, TWARDI, and AHFA actively participated in the activity, enhancing their knowledge and practical skills in processing innovative ginger-based products.
The training covered key topics on 1) Food Safety and Sanitation, 2) Ginger Juice Processing, 3) Ginger Ice Cream Processing, 4) Ginger Wine Processing & 5) Ginger Candy Processing.
The activity aimed to promote value-added opportunities for locally produced ginger, enhance the food-processing capabilities of community organizations, and support sustainable, income-generating livelihood initiatives.
Through continuous science and technology interventions, DOST and its partner institutions empower local communities to maximize agricultural resources by transforming them into quality, marketable, and value-added products that contribute to local economic development.

To ensure government support for small businesses is used effectively and benefits local entrepreneurs, the Department of Science and Technology (DOST) monitored its Small Enterprise Technology Upgrading Program (SETUP) in Nueva Vizcaya.
From May 4 to 5, 2026, Engr. Duane M. Carodan from the Regional Project Monitoring Office together with the PSTO Nueva Vizcaya staff visited several beneficiary enterprises. The purpose of the visit was to check the equipment provided by the program, take inventory, place proper tags, and see how these are being used in actual business operations.
The team visited different businesses in the province, including Freiam Rice Mill, Mong & Ivy Gaming Hub, D&J General Merchandise, and Paguigan Glass & Aluminum in Bambang; ThirTeaAnn R2 Milk Tea, Jemโs Food Products, and Surf Print & Go Internet Cafรฉ & Digital Printing in Bayombong; and Mariaโs Coffee in Solano. These businesses represent different local industries such as rice milling, food products, printing services, cafรฉ operations, and retail trade.
Through these visits, the team checked if the equipment acquired through the program is properly used, well-maintained, and helping the businesses improve their products and services. This ensures that government support is not wasted and continues to benefit the community.
The monitoring team also validated an ongoing proposal from Arcala Farm. The project aims to improve mushroom production by using solar energy in producing mushroom fruiting bags. This new method is expected to help reduce costs, make production more efficient, and promote the use of clean and renewable energy in farming.
Overall, the activity shows DOSTโs continued support to farmers, small business owners, and local entrepreneurs in Nueva Vizcaya. Through SETUP, the government aims to help them grow their businesses, improve productivity, and adopt better and more sustainable technologies that can improve their livelihood.

The Nueva Vizcaya State University (NVSU) IPTBM Office, in partnership with DOST Regional Office II through the TECHGROW Program, held the Fairness Opinion Board (FOB) Evaluation Meeting on April 29, 2026, via Zoom.
The meeting reviewed the "Biogas Digester" technology developed by Dr. Sony P. Aquino for the creation of a Spin-off Company (Malachi Clean Technologies Corporation). This is the first technology in NVSU and the entire Cagayan Valley to undergo the FOB evaluation process for a spin-off.
Following the licensing of the Ginger Turmeric Chips, this is the second technology to be commercialized by the university this year, directly supporting NVSU Development Goal 3: Technology Commercialization.
The Biogas Digester is designed to convert organic waste, primarily swine manure, into biogas as a renewable energy source. This innovative solution promotes sustainable energy use and efficient waste management. Now at the transfer stage, the university intends to commercialize it through a formal spinoff to maximize its reach and impact.
As required by Republic Act No. 10055 (Technology Transfer Act of 2009), the FOB ensures that government-funded technologies are transferred fairly, clearly, and on equal terms. A team of legal, technical, and financial experts reviewed the proposed licensing terms, technology value, and benefits to both public and private group.
NVSU extends its gratitude to DOST R2, all FOB members, the FOB Secretariat, and facilitators for their strong support. Through sustained collaboration and integrity in the transfer process, we continue to pave the way for a more innovative, inclusive, and empowered Cagayan Valley!

BAMBANG, Nueva Vizcaya โ In its continuing effort to empower local enterprises through science, technology, and innovation, the Department of Science and Technology โ Provincial Science and Technology Office Nueva Vizcaya conducted a Technology Needs Assessment for MSGN Inc. on March 11, 2025, at San Fernando Road, Calaocan, Bambang, Nueva Vizcaya.
The activity was facilitated by Rommel N. Simbol, Senior Science Research Specialist, and Clarenet J. Bladeras, Project Technical Assistant III, as part of the agencyโs continuing support to micro, small, and medium enterprises (MSMEs) through the Small Enterprise Technology Upgrading Program (SETUP).
A Technology Needs Assessment is a preliminary activity conducted by DOST to determine appropriate science and technology interventions that can improve the productivity, efficiency, and competitiveness of enterprises.
During the visit, the DOST team explored opportunities for the adoption of renewable energy technologies that may help MSMEs reduce operational costs while promoting environmentally sustainable business practices.
The team also introduced innovative food technologies that can improve product quality and nutritional value, including the Iron-Fortified Rice Technology, which enhances the nutritional value of rice by increasing its iron content, and the Stabilized Brown Rice Technology, which extends the shelf life of brown rice while maintaining its nutritional benefits.
Through initiatives such as this, DOSTโPSTO Nueva Vizcaya continues to assist MSMEs in adopting innovative technologies that drive productivity, sustainability, and inclusive economic growth in the province.
