Let the rivers breathe. Stop caging rivers with concrete. Give them back their natural floodplains, so when heavy rains come, the waters have space to spread safely before returning to the sea. Those floodplains can serve farmers too — rice fields in summer, water catchment in rainy season.

Restore the mountains. Ask upland farmers: when the forests are gone, floods rage down like a monster. Replant trees, protect watersheds, and the land itself will hold back the floods.

Revive the mangroves. Ask the fisherfolk: without bakawan, there are no crabs, no fish — and no shield against storm surges. Mangroves are cheaper and stronger than any seawall.
