The Metropolitan Manila Development Authority (MMDA) has released an explanation related to the announcements regarding flood levels in Metro Manila.

Their flood level announcements are designed as a guide for motorists to estimate whether their vehicles are capable of traversing the flood when it rains, which sometimes coincides with high tide.

In MMDA's Flood Gauge System, here is what "gutter deep," "tire deep," or "knee-deep" mean:

PASSABLE TO ALL TYPES OF VEHICLES (PATV)
8" (inches) - Gutter deep flood
10" (inches) - Half-knee deep flood

NOT PASSABLE TO LIGHT VEHICLES (NPLV)
13" (inches) - Half tire deep flood
19" (inches) - Knee deep flood

NOT PASSABLE TO ALL TYPES OF VEHICLES (NPATV)
26" (inches) - Tire deep flood
37" (inches) - Waist deep flood
45" (inches) - Chest deep flood
