Guinayangan, Quezon โ€” Strengthening local institutions remains central to advancing child-centered governance as the Regional Alternative Child Care Office IV-A (RACCO IV-A), in partnership with the Municipal Social Welfare and Development Office (MSWDO) of Guinayangan, conducted a two-day Capacity Building on Adoption and Alternative Child Care Programs on June 29โ€“30 at the Placido Isaac Conference Hall.

The learning engagement convened Principals and Teachers from the Department of Education (DepEd), the Municipal Civil Registrar, Barangay Captains and Kagawad, personnel from the Women and Children Protection Desk (WCPD) of the Philippine National Police (PNP), representatives from the Pantawid Pamilyang Pilipino Program (4Ps) Municipal Operations Office (MOO), the Municipal Disaster Risk Reduction and Management Office (MDRRMO), the Municipal Treasurer's Office (MTO), the Municipal Planning and Development Coordinator (MPDC), and the Department of the Interior and Local Government (DILG), fostering a coordinated and multidisciplinary approach to child protection and alternative care.

Serving as resource persons, RACCO IV-A Social Welfare Officers delivered comprehensive discussions on the country's evolving legal and policy framework on adoption and alternative child care. Ms. Ma. Cezare C. Aureada, Social Welfare Officer III, opened the sessions by outlining the objectives of the activity, presenting an overview of Republic Act No. 11642, or the Domestic Administrative Adoption and Alternative Child Care Act, and discussing the Alternative Child Care Program. Ms. De Los Reyes, Social Welfare Officer III, facilitated the discussion on Republic Act No. 11222, or the Simulated Birth Rectification Act (SIBRA), while Ms. Benosa, Social Welfare Officer III, discussed the Certification Declaring a Child Legally Available for Adoption (CDCLAA) and the Domestic Administrative Adoption (DAA) process. Ms. De Los Reyes and Ms. Benosa jointly led the session on Republic Act No. 11767, or the Foundling Recognition and Protection Act.

Mayor Cesar J. Isaac III graced the opening day of the activity, while Municipal Social Welfare and Development Officer Gerardo B. Cleope, RSW, joined the second day's proceedings, underscoring the local government's sustained commitment to strengthening responsive and child-focused social welfare services.

By equipping frontline government stakeholders with updated statutory knowledge and operational guidance, the activity reinforced inter-agency collaboration, strengthened institutional capacities, and advanced the effective implementation of adoption and alternative child care programs.

The initiative reflects RACCO IV-A's continuing commitment to translating national child welfare policies into responsive local action, ensuring that every child is afforded the opportunity to grow in a safe, nurturing, and permanent family environment.
