LIGAO CITY, Albay – Steering the office’s operations, the Department of Agrarian Reform (DAR) Albay’s Admin and Finance Team for the Support to Parcelization of Lands for Individual Titling (SPLIT) Project convened a mid-year assessment to evaluate its accomplishments and identify bottlenecks encountered during the first semester of 2026.

OIC-Provincial Chief Administrative Officer and Capability Building and Technical Assistance Lead Coordinator Althea P. Papina led the two-day activity held at Ito’s Private Villa, Ligao City on July 8-9, 2026.

Papina encouraged the participants, composed of the Support to Operations Division (STOD) personnel, to use the activity as an avenue to actively address all issues and concerns within the division and among team members.

During the activity, all office units discussed their respective accomplishments, highlighting key topics involving budget utilization, accounting and cashier reports, HR updates, and systems innovations. Discussions also covered general services—including property and supply management—procurement accomplishments, planning section report, records maintenance and management, and strategic communications initiatives.

A SWOT (Strengths, Weaknesses, Opportunities, Threats) Analysis workshop was also conducted by each office unit, through which priority issues and recommendations were formulated by the end of the session.

Provincial Agrarian Reform Program Officer I Patricia T. Rastrullo commended the personnel for their achievements over the semester. She also reiterated the importance of timeliness in delivering tasks and encouraged the team to embrace change in traditional operational activities.

"Kayang-kaya niyo makipagsabayan. You have many innovations and ideas to ease our work and improve our processes. Execute them to help the organization," Rastrullo said.

The activity motivated the participants and reinforced their efficiency while allowing them to foster stronger working relationships.

As the backbone of the office, the admin and finance team of DAR Albay, under the overall leadership of PARPO II Engr. Gerardo A. Ebrada, works behind the scenes to ensure that all office sectors—the Land Tenure Improvement Division, the Program Beneficiaries Development Division, and the Legal Division—are well-supported with the necessary financial, logistical, and administrative backing to deliver their respective targets for both regular operations and SPLIT Project implementation.
