Administered by Atty. Jamaloden A. Basar, MSU-MCEST Superintendent, represented by Dr. ANALYN G. ABDULRAOF, PhD, RGC, the ceremony symbolized the officers’ dedication to uphold integrity, responsibility, and collaborative governance within the graduate community.

MSU-MCEST Graduate Studies Department with the MPA students successfully conducted a comprehensive seminar anchored on the theme, "empowering the youth in governmental management participated by the Social Work and Criminology students. The event aimed to cultivate informed, ethical, and service-oriented future public servants.

The program commenced with the registration, invocation, and national anthem, followed by an insightful Welcome Address setting a purposeful tone aligned with yout empowerment and civic responsibility. Inspirational messages were then delivered by Atty. Jamaloden A. Basar, MSU-MCEST Campus Superintendent; Prof. Analyn G. Abdulraof, PhD, RGC, Dean of Instruction; and Dir. Rasmiah D. Linga, Director of Administration and Finance. Their messages highlighted the vital role of the youth in governmental management as cornerstones of effective public service.

The seminar’s academic discourse was elevated through the presentations of our distinguished speakers:

🔹 Prof. Marecon Viray, DPA of Mindanao State University–Marawi, introduced by Ms. Joy C. Sumalpong

Their discussions on the foundations of public leadership as ideal learning ground for aspiring social workers and criminologists poised to serve the nation. An engaging Q&A and Open Forum encouraged students to voice their reflections, demonstrating the critical role of youth perspectives in governance. The seminar concluded with the Closing Remarks of Faridah S. Abdullah-Mira-Ato, PhD, RGC, Chairperson of the Graduate Studies Department, who emphasized the indispensable contribution of young leaders in shaping the community.
