🇵🇭Drug-Free Workplace: Law, Policy & Best Practice

In the Philippines, a Drug-Free Workplace is not just a company choice — it is supported by law and national policy.

Under RA 9165 (Comprehensive Dangerous Drugs Act of 2002), both public and private sectors are mandated to promote drug-free workplace programs.

DOLE Department Order 53-03 requires private establishments with 10 or more employees to implement drug abuse prevention and control programs.

For government agencies, the CSC Guidelines (MC 13-2017) standardize drug testing, prevention, and rehabilitation protocols.

But compliance alone is not enough.

An effective Drug-Free Workplace includes:
✔ A clear written policy
✔ Education and awareness programs
✔ Lawful drug testing procedures
✔ Access to treatment and referral
✔ Confidentiality and due process
✔ Ongoing monitoring and evaluation

Globally, organizations like SAMHSA, ISSUP, and ASAM emphasize that strong workplace programs go beyond punishment. They focus on prevention, early intervention, supportive systems, and recognizing addiction as a treatable medical condition — not a moral failure.

A truly effective Drug-Free Workplace integrates law, science, and compassion.

Because safety matters. Health matters. Recovery matters.

Addiction is treatable and prevention works.

Drunk Driving is Not an Accident. It’s a Decision.

Alcohol slows reaction time.
It impairs judgment.
It increases risk-taking.

Globally, road crashes kill 1.19 million people yearly (WHO).
Alcohol is a major contributing factor in up to 1 in 4 road deaths worldwide.

In the Philippines, thousands of traffic deaths each year are linked to risky behaviors — including alcohol use (DOH, road safety reports).

Even “konti lang” can impair driving.

If you drink,
🚫 don’t drive.
Plan ahead. Save lives.

You can be sober… and still not be healed.

Stopping alcohol or drugs is a strong first step.
But RECOVERY is more than just “not using.”

Sometimes substances were helping someone cope with:

• Anxiety

When the substance is removed, those feelings don’t automatically disappear.

That’s why real recovery includes:
