ICYMI: President Ferdinand Marcos Jr. has signed into law the Philippine National Nuclear Energy Safety Act (Republic Act No. 12305), also known as the PhilATOM bill, on September 18, 2025. The measure establishes the Philippine Atomic Energy Regulatory Authority (PhilATOM), an independent agency that will regulate nuclear energy and all sources of ionizing radiation in the country.

PhilATOM will oversee the safe and peaceful use of nuclear science for power generation, health, agriculture, and industry, in compliance with international standards and commitments to the International Atomic Energy Agency (IAEA). The body is tasked to issue licenses, regulate the transport, storage, and disposal of radioactive materials, and enforce penalties of up to ₱100 million and imprisonment for violations. Unauthorized construction, operation, or decommissioning of nuclear and radiation facilities will also be prohibited.

The law consolidates regulatory functions previously handled by the DOST-Philippine Nuclear Research Institute (PNRI) and the FDA-Center for Device Regulation, Radiation Health and Research (FDA-CDRRHR), which oversees devices like x-rays, linear accelerators, and electron beam facilities. It also requires PhilATOM to work with the National Disaster Risk Reduction and Management Council (NDRRMC) on nuclear emergency preparedness.

Officials described the enactment as a landmark step toward integrating nuclear power into the Philippine energy mix, ensuring dependable electricity supply while strengthening safety, accountability, and environmental protection.
