Ang pangakong katarungan para sa mga biktima ng Marawi Siege ay matagal nang inaasam, at sa paglabas ng Republic Act No. 11696 o ang Marawi Siege Victims Compensation Act of 2022, tila nagsimulang magliwanag ang daan. Ngunit sa mga bagong pagbabago sa Implementing Rules and Regulations (IRR) ng Marawi Compensation Board (MCB), ang liwanag na ito ay tila unti-unting natatakpan ng ulap ng kalituhan, pagkabahala, at posibleng kawalang-katarungan.

Isa sa mga pangunahing isyu ay ang pagtanggal ng MCB sa pananagutan nito na magbayad para sa mga pribadong ari-ariang na-demolish dahil sa mga programang tulad ng Marawi Recovery, Rehabilitation, and Reconstruction Program (MRRRP). Ang responsibilidad ay inilipat sa mga implementing agenciesโisang teknikal at administratibong galaw na maaaring magresulta sa passing the buck o pag-iwas sa pananagutan.
Sa praktikal na aspeto, para ito sa isang simpleng residente ng Marawi, nangangahulugan ito ng isa na namang hadlang. Kung dati ay maaari silang direktang humingi ng kompensasyon sa MCB, ngayon ay kailangan nilang dumaan sa panibagong proseso sa ibang ahensyaโbagong dokumento, bagong pila, bagong pasensya.
Bukod dito, ang pagtukoy sa Right-of-Way Act bilang alternatibong panuntunan ay tila hindi akma. Ang batas na iyon ay para sa mga proyekto ng gobyerno na may malinaw na layunin ng public infrastructure. Ngunit ang kaso ng Marawi ay bunga ng digmaanโisang trahedyang dapat tratuhing may espesyal na konsiderasyon, hindi ikinakahon sa teknikal na batas para sa kalsada.

Sa usapin naman ng installment scheme, totooโmay legal na batayan ito, at may lohika sa pagsasabing kailangan itong gawin upang hindi mabawasan bigla ang pondo ng gobyerno. Ngunit dapat nating tanungin: kanino ba talaga ang perang ito?
Ito ay kompensasyonโhindi regalo. Ito ay pagkilala sa pinsala, sa nawalang kabuhayan, at sa pangakong hindi sila iiwan ng estado. Kung kailangan ng installment, dapat malinaw ang terms, may transparency, at higit sa lahat, may konsultasyon sa mga claimant.
Dapat tandaan ng pamahalaan: ang pera ay hindi mula sa bulsa ng mga opisyal. Ito ay karapatang kinikilala sa ilalim ng batas. Kung may installment man, itoโy dapat pantay, patas, at walang tinatanging proseso.

Ang pinakamalaking problema sa mga pagbabagong ito ay ang kakulangan ng malinaw na komunikasyon sa mga apektado. Kung hindi ito maipapaliwanag ng maayos sa mga tao, lalo lamang lalalim ang galit, pangamba, at pakiramdam ng pagkalimot.
Ang Marawi Siege ay hindi simpleng proyekto ng gobyerno. Isa itong sugat sa kasaysayan ng ating bansa, at ang mga survivor ay hindi dapat tratuhing tila mga hadlang sa accounting o badyet. Ang tunay na hustisya ay hindi lamang nasusukat sa papeles, kundi sa damdaming ang estado ay talagang nagmamalasakit.

Kung layunin ng mga pagbabagong ito sa Amended IRR ng MCB na mapabuti ang sistema, dapat itong sinasabayan ng tunay na malasakit at konkretong mekanismo para hindi mawalan ng pag-asa ang mga biktima. Panahon na para pakinggan muli ang tinig ng Marawiโang tinig ng mga nawalan ng tahanan, dignidad, at katahimikan.
Hindi sapat ang batas kung hindi ito naaayon sa katarungan. At ang katarungan ay hindi kailanman dapat hulugan.

Opisyal na nanumpa si Kgg. Abdulraof Macacua bilang pansamantalang Punong Ministro ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) ngayong araw sa harap ni Pangulong Ferdinand "Bongbong" Marcos Jr., na siyang nagmamarka ng isang mahalagang pagbabago sa pamumuno sa rehiyon. Si Macacua, na dating nanungkulan bilang gobernador ng Maguindanao del Norte at isang mataas na pinuno sa loob ng Moro Islamic Liberation Front (M**F), ay pumalit kay Ahod "Al Haj Murad" Ebrahim, na humawak sa posisyon mula nang mabuo ang BARMM noong 2019.

On February 28, 2025, Barangay West Marinaut in Marawi City celebrated its Annual Ramadhan Pack Distribution, marking a significant milestone in the community's recovery efforts following the 2017 Marawi siege. The event, dubbed "Project Ramadhan: Giving with Joy and Sharing with Love," was a collaborative effort between the barangay, PROJECT RANAO, and Al-Ghamdy Builders.
Led by Hon. Marjan Lomondot Abato Radiamoda, the current Barangay Chairman, the distribution received strong support from former Chairwoman Sarah Asnarezah Lomondot Abato-Radiamoda and Princess Alrezah Radiamoda of Project Ranao. This initiative demonstrates the community's resilience and commitment to rebuilding their lives in the aftermath of the conflict that displaced thousands of families.
Residents expressed their gratitude for the program, highlighting its importance in supporting the community during the holy month of Ramadhan. One resident commented, "Alhamdulillah Alhamdulillah. May Allah reward those responsible for this program benefiting the constituents of our Barangay."
The success of this event has inspired calls for similar programs in other barangays, especially those located in the former "Ground Zero" area, which bore the brunt of the 2017 conflict. This area, once referred to as the Most Affected Area (MAA), has been slowly recovering, with initiatives like this Ramadhan pack distribution playing a crucial role in community rebuilding efforts.
In preparation for Ramadhan 2025, Barangay West Marinaut also conducted a barangay-wide cleanup drive on February 23, 2025. This proactive approach to community maintenance reflects the barangay's commitment to creating a clean and welcoming environment for its residents during the holy month.
These recent events in Barangay West Marinaut serve as a testament to the ongoing recovery and revitalization efforts in Marawi City. They highlight the importance of community-led initiatives and partnerships in addressing the needs of residents, particularly in areas that have experienced significant conflict and displacement.

Cotabato City โ Pormal nang itinalaga si Nasserudin D. Dunding bilang bagong Chairperson ng Bangsamoro Youth Commission (BYC), isang mahalagang hakbang na naglalayong higit pang mapalakas ang adbokasiya para sa kapakanan at pag-unlad ng kabataang Bangsamoro.
Pinalitan ni Chairperson Dunding si Marjanie S. Macasalong, na nagsilbing pinuno ng BYC sa nakalipas na mga taon. Sa ilalim ng pamumuno ni Macasalong, naging mas aktibo ang BYC sa pagsusulong ng mga programa para sa kabataan, kabilang ang pagpapalakas ng kanilang partisipasyon sa pamamahala, edukasyon, at pangkabuhayan.
Sa kanyang panunungkulan, inaasahang ipagpapatuloy ni Dunding ang mga nasimulang inisyatiba ng BYC at higit pang paiigtingin ang mga programa at patakarang sumusuporta sa mga kabataang lider at organisasyon sa rehiyon. Taglay ang malawak na karanasan sa paglilingkod sa kabataan, magiging susi siya sa pagpapakilos ng mga inisyatibang magbibigay ng mas maraming oportunidad para sa kanilang pag-unlad.
Ang kanyang pagkakatalaga ay sumasalamin sa patuloy na misyon ng BYC na gawing sentro ng kaunlaran ang kabataang Bangsamoro. Sa kanyang pangunguna, inaasahang magkakaroon ng mas inklusibo at makabuluhang pagsasakatuparan ng mga programa, na magbibigay-daan sa mas aktibong partisipasyon ng kabataan sa pagtataguyod ng kapayapaan, edukasyon, at pangkabuhayan sa rehiyon.
Ang Bangsamoro Youth Commission ay patuloy na magsusulong ng mga inisyatiba para sa kapakanan ng kabataan, katuwang ang ibaโt ibang ahensya ng gobyerno at organisasyong pangkabataan. Sa bagong liderato ni Chairperson Dunding, umaasa ang maraming sektor sa mas progresibo at matatag na kinabukasan para sa kabataang Bangsamoro.

The Moro Ako Party has officially filed its list of nominees for the historic 2025 Bangsamoro Parliamentary Elections, marking a pivotal moment in the political landscape of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Led by party president Atty. Najeeb Taib, the party has nominated twenty-seven candidates, with a strong emphasis on diverse representation. Notably, fourteen of these nominees come from various provinces within BARMM, ensuring that voices from across the region are heard in this crucial electoral process.
In addition to geographical diversity, the Moro Ako Party has prioritized gender balance in its nominations, aligning with the BARMM Electoral Codeโs requirement that at least 30% of party nominees be women. As the region gears up for the elections on May 12, 2025, it faces a competitive political environment with 16 registered Regional Parliamentary Political Parties (RPPPs) vying for seats in the 80-member Bangsamoro Parliament. Led by Member of Bangsamoro Parliament Don Mustapha Loong, the Progressive Bangsamoro Party (PBP) filed for registration as a regional political party for the first BARMM Parliamentary Election 2025 at the COMELEC BARMM Office in Cotabato City this morning. The PBP is one of the newly established regional political parties in the Bangsamoro region that aims to support democracy, unity and progress for the Bangsamoro people.
Don Mustapha Loong is a member of the 1st Bangsamoro Transition Authority (BTA) Parliament, representing the province of Sulu. The BTA Parliament is the interim legislature of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), established as part of the peace process between the Philippine government and the Moro Islamic Liberation Front (M**F).
The filing for registration marks an important milestone in the political development of the Bangsamoro region. The upcoming BARMM Parliamentary Election 2025 will be the first election for the Bangsamoro Parliament, which will replace the BTA Parliament. The establishment of regional political parties like the PBP is expected to foster greater political participation and representation of the Bangsamoro people in the democratic process.
