The BISCAST-Supreme Student Council extends its warmest congratulations to the Vice President for Administration and Finance (VPAF) of Bicol State College of Applied Sciences and Technology (BISCAST), Sir Abbas F. Villalon, for graduating as Juris Doctor and Batch 2026 Valedictorian of the University of Nueva Caceres (UNC).
Through hard work and perseverance, Sir Abbas proved that success awaits those who lead with integrity and grit. This milestone is a testament to what competent leadership and dedication can achieve โ and a reminder that a brighter future lies ahead.
The Council is confident that you will remain beside the students as you continue to serve BISCAST as VPAF.

The State of the Students Address (SOSA) 2026 was successfully held on June 16, 2026 (Tuesday ) at the BISCAST Student Pavilion, bringing together ASTeans, student leaders, organizations, and key stakeholders to review the accomplishments and milestones of the Supreme Student Council (SSC) for Academic Year 2025โ2026.
The program featured comprehensive reports on the Councilโs accomplishments, initiatives, and financial performance, presented through the Committee on Ways and Means (COWAM), Commit Committee on Finance (COF), Commission on Audit (COA), as well as the reports of the SSC President and Student Trustee.
According to the Commission on Audit, the Council received a โQualified Opinionโ on its financial report for Academic Year 2025โ2026, indicating that Council funds were utilized effectively and for their intended purposes while recognizing areas that require further improvement and strengthening.
The afternoon session highlighted a special recognition and transition program, including the official oath-taking ceremony of the newly elected SSC officers led by incoming SSC President Hon. John Dale Dominic Verdadero. The ceremony was administered by Commission on Student Elections Chairperson, Mr. Louie P. Pagtalunan, and SUC President II, Dr. Charlie P. Nacario.
The event also honored the dedication and service of the outgoing SSC officers and members of the Spartan League for their service and contributions throughout Academic Year 2025โ2026. Outstanding student leaders were likewise recognized for their exemplary performance and commitment to student leadership.

To promote transparency and accessibility, the entire program was livestreamed through the Councilโs official page, allowing ASTeans to witness the proceedings in real time.
SOSA 2026 served not only as a platform for accountability and transparency but also as a celebration of student leadership, service, and the collective efforts of the BISCAST community toward a stronger and more empowered student body.
