The Land Transportation Office (LTO), through its Central Accreditation Committee on Driving Schools and Medical Clinics (CAC-DSMC), has issued Show Cause Orders to 12 accredited driving schools in the NCR and their respective instructors over alleged irregularities in the issuance of Practical Driving Course (PDC) Certificates of Completion.
Preliminary findings indicate that the schools reportedly issued certificates to students who did not undergo or complete the mandatory eight ( 8 ) hours of practical driving instruction. These acts constitute violations of LTO Memorandum Circular No. VDM-2023-2460, including fraud, misrepresentation, irregular use of accreditation, and non-compliance with established regulations. The instructors concerned are likewise implicated for their involvement.
The concerned parties are directed to submit their written explanations and supporting documents within five (5) calendar days from receipt of the Show Cause Orders. Failure to comply shall be deemed a waiver of their right to be heard, and the Committee shall proceed with the case based on the available records.
Pending investigation, all 12 schools and their instructors are placed under preventive suspension for up to 30 days. They are strictly prohibited from conducting any driver education activities and from accessing or using the Land Transportation Management System (LTMS) for the processing or issuance of certificates until a final decision is issued, unless otherwise lifted or modified by the Committee.
