The National Flag Day in the Philippines is celebrated on May 28 in commemoration of the first use of the Philippine Flag after the victory in the Battle of Alapan in 1898 where the Filipino revolutionaries led by Emilio Aguinaldo defeated the Spanish troops. Half a month later, on June 12, 1898, the same flag was raised by Emilio Aguinaldo at his residence in Kawit, Cavite following the proclamation of independence from Spain.
The period from May 28 to June 12 of every year is declared as National Flag Days where all offices, agencies and instrumentalities of the government, business establishments, institutions of learning, private buildings and homes are enjoined to display the National Flag. Implementing Rules and Regulations on the use of the Philippine National Flag are provided on Republic Act 8491 otherwise known as the โCode of the National Flag, Anthem, Motto, Coat-of-Arms, and Other Heraldic Items and Devices of the Philippinesโ.

MUSEO PANABO
The Municipal Building of Panabo was built in year 1950. It was on July 19, 1949 under the Presidential Proclamation No. 236 issued by the late President Elpedio Quirino that Panabo was formally separated from its mother town, Magugpo (now Tagum City).
Panabo was created as a regular town. With the evidence of war still manifested by its ruins and remnants and its immediate effect still lingered in the hearts of menโฆslowly but in a quickening manner and well-guarded tempo, the municipality began to lay the solid and impregnable foundation of a progressive community under the stewardship of its able and dynamic leaders.
In 2001 when the citizens ratified Republic Act no. 9015, Panabo City was declared a component City of the Province of Davao del Norte. Then the construction of a new city hall building followed in the year 2006 that was completed and occupied the year after.
Though change is inexorable, the Old City Hall of Panabo has been a living witness to the change towards development, it was then that the old city hall of Panabo was preserved and converted into a City Museum and Bulwagan ng Lungsod under City Ordinance No. 32, series 2008 now known as Museo Panabo.
