Cong. Sam Santos Pushes CSHS Toward Standalone Status

Carmen Senior High School (CSHS) community is expressing deep gratitude to Representative Ma. Alana Samantha Taliño Santos for sponsoring House Bill No. 5900, a move made in direct response to the formal request of Assistant School Principal for Governance Roleen B. Moleño, EdD. The bill, which recently gained momentum at the House of Representatives, will officially separate the school from its mother campus to establish the independent Carmen Senior High School in Barangay Poblacion, Carmen, Cotabato. This legislative action fulfills the advocacy of Dr. Moleño to address the school’s urgent need for administrative and fiscal autonomy.

CSHS has been operating for nine (9) years since the implementation of the SHS program in 2016. It is located on a separate campus at Purok 2, Barangay Poblacion, Carmen, Cotabato, under the Schools Division Office of Cotabato, DepEd SOCCSKSARGEN Region XII. The school occupies a 1.4-hectare property with a perfected land title registered under the Department of Education through the initiative of Carmen Municipal Mayor Rogelio T. Taliño, ensuring legal readiness for institutional expansion. It is geographically distinct, situated approximately 1.1 kilometers from the mother school, and functions as a separate campus.

A major benefit of HB 5900 is that it will strengthen the institution’s capacity to provide accessible, equitable, and quality senior high school education. The establishment of Carmen Senior High School as a standalone school is necessary to provide independent leadership, direct accountability, and efficient management of Senior High School operations. Standalone status will strengthen school-based management, enhance learner support services, improve coordination with industry and community partners, and ensure compliance with DepEd standards specific to Senior High School education.

Rep. Santos emphasized that this move is about making education more accessible and efficient for everyone in the Municipality of Carmen. The progress of the bill is seen as a victory for local governance and a reflection of the effective partnership between the Congresswoman and school officials like Dr. Moleño, through the support of SDS Romelito G. Flores, CESO V, and RD Atty. Alberto T. Escobarte, CESO II.

By standing up for the school’s independence, Cong. Sam Santos has proven her commitment to the youth of Cotabato. CSHS community remains appreciative of her leadership, noting that this bill is a lasting gift to future generations of learners. With the support of the Department of Education, the school is now ready to enter a new chapter of growth as the first-ever standalone Senior High School in DepEd Region XII.
