๐จ Proposals to lower the minimum age of criminal responsibility (MACR) are once again resurfacing in response to recent violent incidents in schools nationwide.
๐ In past issues of our Intersect Quick Facts (IQF), we presented arguments against lowering the MACR, discussed common misconceptions about children in conflict with the law (CICL), and highlighted the sufficient measures already provided under the Juvenile Justice and Welfare Act (JJWA) to address offenses committed by children.

A torch does more than light the way, it is passed on, shared, and kept alive by those who believe in a better future. At the 36th PHILSSA General Assembly, member organizations from across the Philippines came together to renew that shared flame. Guided by the theme, "Torch Forward: Sustaining Hope, Leadership, and Transformative Urban Futures," we reaffirmed our commitment to courageous leadership, enduring solidarity, and collective action. As the torch moves from one generation to the next, so does our promise to build communities where hope is sustained, voices are heard, and transformation becomes possible for all.
At a time when communities continue to face the intertwined realities of poverty, housing insecurity, climate change, energy injustice, and governance challenges, the 36th PHILSSA General Assembly reaffirmed the enduring power of community organizing as the foundation of transformative change. Through meaningful dialogue, intergenerational learning, and the sharing of grassroots experiences, participants reflected on how organized communities, strengthened partnerships, and people-centered leadership remain at the heart of building just, resilient, and inclusive urban futures. The gathering served as a powerful reminder that lasting change begins when communities are empowered to organize, lead, and shape the future they envision for themselves.
As PHILSSA enters a new chapter, we proudly introduce the newly elected Board of Trustees, leaders entrusted not only with stewarding the network, but with nurturing its vision, strengthening its collective voice, and inspiring action across generations. Together with our member organizations and partners, they will help carry forward a legacy of community organizing, solidarity, and transformative leadership.
A torch is never meant to be held by one person alone. It is shared, carried, and kept alight by many. As one network, we move forward with renewed purpose, honoring the work of those who came before us while lighting the path for those who will continue the journey. Together, we Torch Forward.

July 1, 2026. Partners and stakeholders convened for the Baseco community visit to advance renewable energy initiatives for Kabalikat sa Kaunlaran ng Baseco, Inc.
Students from the PUP Institute of Technology Research and Extension, under the guidance of their faculty, presented the initial designs for the proposed Solar Charging Station at the Center for Cohesion and Resilience (CCR), envisioned as an income-generating facility and a reliable source of electricity for charging essential devices during emergencies and disasters. They also presented the proposed rehabilitation of the Material Recovery Facility (MRF) solar power system using the 11 previously donated solar panels to help reduce electricity costs. The presentations were followed by discussions and recommendations to further enhance the project designs.
The meeting also included the review and finalization of the Quadripartite Memorandum of Agreement (MOA) among 350 Pilipinas, Kabalikat sa Kaunlaran ng Baseco, Inc., Urban Poor Associates (UPA), and the PUP Institute of Technology Research and Extension, as well as the planning of succeeding activities and project timelines.
This initiative is supported by the Partnership of Philippine Support Service Agencies (PHILSSA) through its Just Energy Transition (JET) initiative with Community Organizers Multiversity - CO Multiversity, ALTERPLAN, John J. Carroll Institute on Church and Social Issues, Foundation for the Development of the Urban Poor, and TAO-Pilipinas, Inc, promoting community-led renewable energy solutions and climate resilience.
