High electric bills despite supposed discounts and refunds? But proposed changes to the Electric Power Industry Reform Act of 2001 (EPIRA) are unlikely to make electricity cheaper, more reliable, or more sustainable because they remain tied to private sector-driven—not state-led and publicly controlled—power development.

At the very least, politicians might ask their constituents now and then, "Kumusta?" But how far have they gone to acknowledge and tackle the scale of the current crisis, to actually make sure no one falls deeper into poverty as living becomes more costly, and overall address its roots?

: In 2019, IBON warned against proposed amendments to the Public Service Act that would open key sectors to 100% foreign ownership by redefining which industries are considered “public utilities.” The infographic distinguished utilities, such as water and electricity distribution, from other essential services, such as oil, telecoms, transportation, and power generation and supply. These amendments were eventually enacted in 2022 under the Duterte administration, further liberalizing foreign ownership in major sectors of the economy.
