📢WE'RE LOOKING FOR TECHNICAL CONSULTANT for the Localization of IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action

The program is implemented by a consortium of four international NGOs and ten local and national organizations operating in BARMM, supported by an expanded workforce of staff, volunteers, and community mobilizers. Despite these efforts, ongoing conflict and repeated displacement—especially in remote areas with limited government or humanitarian presence—continue to disrupt access to essential services, education, and livelihoods. Vulnerable groups remain disproportionately affected, with women and girls facing heightened risks of gender-based violence, children exposed to exploitation and school dropout, and persons with disabilities and Indigenous Peoples often excluded from services and decision-making processes. Many displaced families also struggle with insecure housing, lack of documentation, and limited access to basic services, while prolonged displacement has increased psychosocial distress and unmet mental health needs. These conditions underscore the urgent need for more integrated, inclusive, and community-based humanitarian responses aligned with global standards.
