THE TRUTH ABOUT THE “PHILHEALTH BONUS SCANDAL” NA PILIT ISINASABIT KAY RISA HONTIVEROS

Let’s be clear: may totoong PhilHealth bonus controversy. Pero ang pagkabit nito kay Risa Hontiveros is not accountability. It is recycled fake news na paulit-ulit lang pinapasuot ng bagong wig.

Eto ang timeline. Facts, not forwarded-message jurisprudence.

2013: Ang totoong issue

COA flagged PhilHealth bonuses and allowances granted in 2013, including claims involving billions in disallowed or questioned benefits.

Ibig sabihin, may issue sa PhilHealth. Totoo iyon.

Pero si Risa Hontiveros?

Hindi pa siya PhilHealth board member noong 2013.

Walang pirma.
Walang approval.
Walang official role.
Walang COA order laban sa kanya.
Walang Notice of Disallowance naming her.
Walang kaso.

So paano siya naging mastermind ng perang inilabas bago pa siya pumasok? Time travel ba ito, or low-budget disinformation lang?

Late 2014 to 2015: Saka pa lang siya pumasok sa PhilHealth Board

Risa was appointed or named to the PhilHealth Board only in late 2014, and her own camp has said she served from November 2014 to October 2015.

Ulitin natin para sa mga nagbabasa gamit ang galit imbes na mata: late 2014.

So kung ang claim ay tungkol sa 2013 bonuses, tapos pumasok siya late 2014, hindi iyon ebidensya. Arithmetic iyon. Calendar iyon. Elementarya iyon.

At kahit sa mga PhilHealth bonus disallowance cases involving 2009, 2010, and 2014, the relevant question is not “naging board member ba siya sometime in her life?”

Ang tamang tanong:

Was she named in the COA decision?
No.

Was she named in the Notice of Disallowance?
No.

Was she ordered by COA to return ₱163.85 million?
No.

Was she named in the Supreme Court decisions related to the PhilHealth bonus controversy?
No.

Was she a respondent in those cases?
No.

Was there proof that she approved, certified, received, or personally benefited from those disallowed bonuses?
No.

O ayan. Anim na “no.” Parang exam na multiple choice pero lahat ng sagot ng troll, mali.

2018 onward: Binuhay ang fake news

Dito nagsimulang umikot ang claims na inutusan daw siya ng COA na magbalik ng milyon-milyon.

May version na ₱160 million.
May version na ₱163.85 million.
May version na ₱1.76 billion.
May version pang may “breaking news” kahit panis na panis na.

Pero sa totoong mundo, hindi sapat ang screenshot. Hindi sapat ang cropped headline. Hindi sapat ang vlogger na parang nagbabasa ng court decision kahit ang hawak lang ay galit at ring light.

Fact-checkers have already debunked this repeatedly

VERA Files: false.

AFP Fact Check: false.

PressOnePH: false.

PhilHealth itself told VERA Files that Hontiveros was not included in the subject Notice of Disallowance.

AFP Fact Check also reported that COA denied the claim that it ordered Hontiveros to return ₱163.85 million in bonuses.

So ano ang natitira?

Hindi ebidensya.
Hindi kaso.
Hindi court ruling.
Hindi COA finding.
Hindi Notice of Disallowance.

Ang natitira: chismis na paulit-ulit hanggang magmukhang dokumento sa mata ng tamad magbasa.

Let’s get one thing straight

Kung may kaso, ilabas ang case number.

Kung may COA order, ilabas ang exact document.

Kung may Supreme Court ruling naming Risa Hontiveros, ilabas ang decision.

Kung may Notice of Disallowance kung saan kasama ang pangalan niya, ilabas.

Kung may proof of receipt, approval, certification, or personal benefit, ilabas.

Pero kung ang dala lang ay screenshot, cropped headline, vlogger script, at galit sa babaeng hindi ninyo kayang patahimikin, then congratulations: hindi kayo whistleblower. Kayo ang audience ng fake news industry.

Accountability requires evidence.

Hindi sapat ang “sabi nila.”
Hindi sapat ang “nabasa ko sa Facebook.”
Hindi sapat ang “basta corrupt siya kasi ayaw ko sa kanya.”

Ang katarungan, hindi galing sa chismis.
Ang pananagutan, hindi ginagawa sa comment section.
Ang ebidensya, hindi iniimbento para lang may maipukol sa taong matagal nang binabanatan dahil hindi nagpapasindak.

The truth is simple:

May PhilHealth bonus controversy.
Pero hindi si Risa Hontiveros ang may kaso.
Hindi siya ang pinagbabalik ng pera.
Hindi siya ang pinangalanan ng COA.
Hindi siya ang pinangalanan sa Notice of Disallowance.
Hindi siya ang hinatulan ng korte.

Kaya kapag may nag-share ulit nito, huwag nang mahulog sa lumang bitag.

Basahin.
Suriin.
Hanapin ang dokumento.
Huwag maging courier ng kasinungalingan.

Because disinformation survives when people forward first and think later.
