In line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. for a whole of government preparation for super typhoon โBaviโ, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, has instructed all regional offices that are expected to be affected by the weather disturbance to initiate measures to protect commuters and the general public.
LTFRB chairman Atty. Vigor D. Mendoza II said all directors of the Regional Franchising and Regulatory Office (RFROs) were directed to coordinate with local disaster risk reduction and management councils on how it could maximize the assistance in public safety preparations.
โWe have been monitoring this weather disturbance in the past days and our focus now is to immediately identify the areas that would likely be affected in coordination with the PAGASA for proper action in relation to public safety,โ said Chairman Vigor.
Experts from the PAGASA, or Philippine Atmospheric Geophysical and Astronomical Services Administration, said super typhoon โBavi would enter the countryโs area of responsibility either by Tuesday night or Wednesday morning.
While it may not make a landfall, the weather disturbance, which will be named Inday once it enters the country, is expected to bring heavy rains and strong winds in some parts of the country, especially the northern portion of Luzon, and eastern portions of Luzon and the Visayas.
This prompted President Marcos to order all government agencies to prepare to ensure the safety of people in the affected areas.
On the part of the LTFRB, Chairman Vigor said they will monitor the situation and will immediately issue travel advisory to transport companies, especially operators or buses and UV Express and even trucks.
โI have already directed all RFROs to maximize the use of our social media accounts to warn motorists and PUV drivers on travel suspensions to ensure the welfare of all,โ said Chairman Vigor.
He said coordination will also be made with the Department of Public Works and Highways for road closures and the Philippine Ports Authority (PPA) for any suspended sea travel.
In this way, Chairman Vigor said all motorists and travelers will be assisted in adjusting travel plans for their welfare and safety. #

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, called on drivers to refrain from engaging in vlogging or any action to produce social media content while operating public utility vehicles (PUVs).
LTFRB Chairman Atty. Vigor D. Mendoza II said such actions still fall as violation of the Republic Act No. 10913, or the "Anti-Distracted Driving Act" which was enacted to safeguard the public from road crashes that stem from use of mobile communications devices and electronic entertainment and computing devices while driving.
โWe call on both the operators and drivers to be mindful of this law not only for the safety of all the people on board the PUV but also to all the other road users,โ said Chairman Vigor.
This is in line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. to strictly implement laws and other rules and regulations for road safety.
In order to reinforce the "Anti-Distracted Driving Actโ, the LTFRB has issued a memorandum circular for PUV operators to advise them to ensure that the law is strictly observed to avoid not only road crashes but also legal troubles if they are caught.
The memorandum circular was issued after the LTFRB social media team noticed the rise of vloggers and content creators that are producing content while driving the PUVs.
โLet us be mindful of the safety of our passengers and all our road users. Everybody knows that even a split-second of distraction can result in fatal road crashes,โ he said.
Chairman Vigor said such does not only violate but also defeat the spirit of the "Anti-Distracted Driving Actโ which was crafted to protect drivers and all road users from injuries and deaths as a result of road crashes.
He said such acts constitute extreme forms of distracted driving that blatantly compromise the safety of the riding public, pedestrians, and other road users.
He added that such actions are also in violation of the fundamental condition of every Certificate of Public Convenience (CPC) to prioritize public safety and convenience.
Chairman Vigor then urged PUV operators to remind their drivers about the law, the existing rules and regulations on road safety.
These particularly include vlogging and content creation as well as social media engagement which means browsing, scrolling, liking, commenting, or otherwise
interacting with social media applications.
The memorandum circular, once implemented, imposes a P5,000 penalty for PUV drivers who would be caught vlogging and creating content and engaging in social media.
Chairman Vigor said they are now finalizing the memorandum circular and will inform the PUV operators of its implementation once the protocol is completed such as publication to newspapers with general circulation.
โI appeal to our PUV operators and drivers to respect the law and rules and regulations on road safety. Let us all work together to ensure the protection and welfare of our drivers, passengers and all road users,โ said Chairman Vigor. #

In a significant step toward advancing sustainable and modern public transportation across the province, the Land Transportation Franchising and Regulatory Board (LTFRB) Region 3, under the leadership of Regional Director P/Gen. Richard A. Albano (ret.), successfully conducted a Province-Wide Capacity Building Program for all Local Government Units (LGUs) of Tarlac on the formulation of their respective Local Public Transport Route Plans (LPTRPs).
The activity brought together City and Municipal Planning and Development Coordinators, City and Municipal Engineers, transportation focal persons, and other key representatives from the various LGUs of Tarlac, demonstrating a unified commitment to strengthening local public transportation planning and governance.
This initiative is in line with the directives of President Ferdinand R. Marcos Jr., Department of Transportation Secretary Giovanni Z. Lopez, and LTFRB Chairman Atty. Vigor D. Mendoza II to provide technical assistance to local government units nationwide and accelerate the development of responsive and data-driven public transport systems through the formulation of LPTRPs.
Throughout the capacity building program, participants were equipped with comprehensive knowledge and practical guidance on the Public Transport Modernization Program (PTMP), the critical role of the LPTRP in local transportation planning, and the technical processes involved in developing effective transport plans. Discussions covered transport demand assessment, route rationalization methodologies, route planning procedures, and the preparation of documentary requirements necessary for the formulation and approval of their respective LPTRPs.
More than a learning session, the activity served as a collaborative platform where LGU representatives openly discussed the transportation challenges confronting their communities, shared best practices and experiences, and explored innovative approaches toward creating more efficient and inclusive public transport systems.
By convening all LGUs of Tarlac in this initiative, LTFRB Region 3 reaffirms its steadfast commitment to empowering local governments in crafting strategic and sustainable transportation plans that promote safe, accessible, efficient, and people-centered mobility solutions for every community.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, warned public utility vehicle (PUV) drivers to ensure the safety of their passengers all the time following reports of reckless driving especially among passenger jeepneys.
LTFRB Chairman Vigor D. Mendoza II issued the warning after a dashcam video went viral after a passenger was thrown out of the jeepney due to reckless driving of the driver.
The incident happened on June 23 and involved a jeepney heading to Cubao.
Chairman Vigor said they already identified the operator of the jeepney based on the information obtained from the viral video and immediately ordered a 30-day preventive suspension on the passenger jeepney with plate number APA-4905.
โPublic utility vehicles are neither built nor approved to operate for car racing. As PUV drivers it is always incumbent upon you to prioritize the safety of your passengers at all times,โ said Chairman Vigor.
He said PUV operators are also mandated to ensure the road worthiness of their units and to ensure that they do not employ reckless drivers.
In the show cause order (SCO) issued by the LTFRB to the operator of the jeepney, he was instructed to explain in writing why his unitโs authority to operate should not be suspended or cancelled over the incident.
The violations include failure to provide safe, reliable, and convenient public land
transportation service and employment of a reckless driver.
The hearing is set on July 14 and part of the discussion is on the status of the passenger that fell from the jeepney and if assistance was extended.
โWe will not tolerate this kind of reckless behavior of the driver and will make sure that he will learn his lesson from this incident,โ Chairman Vigor.
He also expressed gratitude to the netizen who posted the dashcam video and urged others to do the same and road abuses in order for the LTFRB to immediately respond and act on the matter.
In the same SCO, the operator was directed to surrender the license plate of the passenger jeepney and subject his driver to a mandatory drug test and road safety seminar.
The vehicle will also be subjected to road worthiness inspection.
The LTFRB warned the operator of consequences if the summon is ignored, including a P5,000 penalty and revocation of the franchise. #

As part of its continuing commitment to strengthening local public transportation planning and supporting the implementation of the Public Transport Modernization Program (PTMP), the Land Transportation Franchising and Regulatory Board (LTFRB) Region 3, under the leadership of Regional Director P/Gen. Richard A. Albano (ret.), provided technical assistance to the Local Government Unit (LGU) of Bagac, Bataan in the formulation of its Local Public Transport Route Plan (LPTRP).
The activity aimed to assist the municipality in developing a responsive, data-driven, and sustainable transport route plan that addresses the mobility needs of its constituents while ensuring efficient, safe, and accessible public transportation services pursuant to the directive of President Ferdinand R. Marcos Jr., Department of Transportation Secretary Giovanni Z. Lopez, and LTFRB Chairman Atty. Vigor D. Mendoza II.
Through collaborative discussions and technical guidance, LTFRB Region 3 shared essential policies, planning frameworks, and best practices in transport route planning, enabling the LGU to formulate an LPTRP that aligns with national transport objectives and local development priorities.
LTFRB Region 3 remains steadfast in its mission of empowering local government units through technical support and capacity-building initiatives, fostering a modernized, integrated, and people-centered public transportation system across Central Luzon.

The Department of Transportation, through the Land Transportation Franchising and Regulatory Board (LTFRB), has issued a show cause order to 34 operators of public utility vehicles (PUVs) that did not ply their routes and were instead seen at the rally sites in Quezon City.
The SCOs issued by LTFRB include operators of units that include buses and UV Express.
While the LTFRB fully respects the right of every person to join protest action to air grievances, the agency said there are some factors that must also be taken into consideration, especially in the interest of the public.
In the case of the operators, the LTFRB explained that it affected a number of commuters who are relying on the services of PUV operators.
In the SCO, the LTFRB said the decision of the operators not to operate on Tuesday affected the availability of public transportation service to the riding public.
This, it said, is in violation of Paragraph 3 of Memorandum Circular No. 2011-004.
The 34 operators were asked to explain in notarized writing why its permit to operate should not be suspended or cancelled.
The hearing for the case is set on July 9. #
