The 𝘾𝙎𝙐 𝙎𝙤𝙡𝙖𝙣𝙖 𝙇𝙞𝙗𝙧𝙖𝙧𝙮 proudly joins the 2026 National Women’s Month Celebration with the theme, “𝑾𝑬 𝒇𝒐𝒓 𝑮𝒆𝒏𝒅𝒆𝒓 𝑬𝒒𝒖𝒂𝒍𝒊𝒕𝒚 𝒂𝒏𝒅 𝑰𝒏𝒄𝒍𝒖𝒔𝒊𝒗𝒆 𝑺𝒐𝒄𝒊𝒆𝒕𝒚,” with this year’s inspiring sub-theme: “𝙇𝙚𝙖𝙙 𝙡𝙞𝙠𝙚 𝙩𝙝𝙚 𝘽𝙖𝙗𝙖𝙮𝙡𝙖𝙣𝙨, 𝙁𝙞𝙡𝙞𝙥𝙞𝙣𝙖𝙨!"

𝐅𝐢𝐫𝐬𝐭 𝐐𝐮𝐚𝐫𝐭𝐞𝐫𝐥𝐲 𝐂𝐋𝐂 𝐌𝐞𝐞𝐭𝐢𝐧𝐠
The first quarterly meeting of the Cagayan Library Consortium (CLC) was held on 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟑, 𝟐𝟎𝟐𝟔 at CPLRC's Conference Room, bringing together 𝟐𝟐 𝐦𝐞𝐦𝐛𝐞𝐫𝐬 to discuss and plan the major activities for the year. During the meeting, the group talked about upcoming initiatives such as the 𝐎𝐧𝐥𝐢𝐧𝐞 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧, the 𝟒𝐭𝐡 𝐋𝐢𝐛𝐫𝐚𝐫𝐢𝐚𝐧𝐬 𝐒𝐮𝐦𝐦𝐢𝐭 𝐜𝐮𝐦 𝐁𝐨𝐨𝐤 𝐅𝐚𝐢𝐫, and the 𝐏𝐫𝐨𝐝𝐮𝐜𝐭 𝐃𝐞𝐦𝐨𝐧𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐚𝐜𝐪𝐮𝐢𝐬𝐢𝐭𝐢𝐨𝐧 𝐨𝐟 𝐨𝐧𝐥𝐢𝐧𝐞 𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬. They also tackled plans for the Book Fair focused on acquiring new print materials and 𝐏𝐀𝐍𝐀𝐆𝐘𝐀𝐌𝐀𝐍: 𝐂𝐏𝐋𝐑𝐂'𝐬 𝟕𝟐𝐧𝐝 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲.
Members further discussed the 𝐒𝐭𝐚𝐟𝐟 𝐄𝐧𝐡𝐚𝐧𝐜𝐞𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐭𝐨𝐩𝐢𝐜𝐬 to be lined up for the year, as well as the 𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐬𝐡𝐚𝐫𝐢𝐧𝐠 commitment, particularly the databases that member institutions will pledge. Part of the session also focused on the drafting of the 𝐌𝐞𝐦𝐨𝐫𝐚𝐧𝐝𝐮𝐦 𝐨𝐟 𝐀𝐠𝐫𝐞𝐞𝐦𝐞𝐧𝐭 (𝐌𝐎𝐀) to strengthen collaboration among CLC members. They also shared updates on potential 𝐂𝐚𝐲𝐠𝐚𝐧𝐝𝐚𝐧𝐠 𝐀𝐥𝐚𝐦𝐢𝐧 guests, ensuring more engaging activities and partnerships ahead.
The meeting served as a productive start to the year, strengthening coordination and reaffirming the shared goal of improving library services and learning opportunities across Cagayan.

𝐈𝐒𝐎 𝐄𝐱𝐭𝐞𝐫𝐧𝐚𝐥 𝐀𝐮𝐝𝐢𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐒𝐔 𝐒𝐨𝐥𝐚𝐧𝐚-𝐋𝐚𝐫𝐚 𝐋𝐢𝐛𝐫𝐚𝐫𝐲

The ISO External Audit of the CSU Solana-Lara Campus Library was successfully conducted on 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟔, 𝟐𝟎𝟐𝟓, by 𝐌𝐬. 𝐀𝐱𝐥𝐲 𝐑𝐨𝐬𝐞 𝐅𝐥𝐨𝐫𝐞𝐧𝐭𝐢𝐧𝐨 𝐨𝐟 𝐓Ü𝐕 𝐍𝐎𝐑𝐃 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬, 𝐈𝐧𝐜. The audit aimed to verify the library’s conformity with applicable ISO standards and to assess the effective implementation, maintenance, and continual improvement of its Quality Management System.

The audit was facilitated by the 𝐂𝐚𝐦𝐩𝐮𝐬 𝐇𝐞𝐚𝐝 𝐋𝐢𝐛𝐫𝐚𝐫𝐢𝐚𝐧, 𝐌𝐫𝐬. 𝐒𝐡𝐞𝐫𝐲𝐥 𝐌. 𝐅𝐞𝐫𝐧𝐚𝐧𝐝𝐨, 𝐑𝐋, 𝐌𝐋𝐈𝐒, with library staff member 𝐉𝐮𝐝𝐲-𝐀𝐧𝐧 𝐀. 𝐂𝐚𝐧𝐚𝐲𝐚 serving as auditees. Audit activities included a review of documented information, evaluation of process implementation, and verification of operational controls across key library functions. Particular emphasis was placed on process consistency, records management, and alignment of library operations with established quality objectives and documented procedures.

The audit results identified several areas of conformity and operational strengths. Notable observations included the availability and effective implementation of a comprehensive Office Manual Procedures (OMP), well-defined policies governing borrowing and returning of library materials, and systematic cataloging and classification processes. The audit further confirmed the adequacy and traceability of procurement records and the effective utilization of the KOHA Integrated Library System as a supporting tool for circulation, cataloging, and records management.

Overall, the audit results demonstrated the CSU Solana Campus Library’s effective implementation of its Quality Management System and its commitment to continual improvement in service delivery.

This achievement reflects the competence, collaboration, and professionalism of the library personnel, supported by the University’s sustained commitment to quality assurance and institutional excellence.

The 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐂𝐏𝐋𝐑𝐂), in partnership with the 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 𝐋𝐢𝐛𝐫𝐚𝐫𝐲 𝐂𝐨𝐧𝐬𝐨𝐫𝐭𝐢𝐮𝐦 (𝐂𝐋𝐂), successfully staged a vibrant and engaging celebration of the 35th Library and Information Services (LIS) Month on Friday, November 14, 2025, held at Robinsons Place Tuguegarao.
The event showcased a series of dynamic competitions like Tandem Storytelling, Cosplay, and Jingle-Making with active participation from teachers, students and parents that representing various schools across the cagayan. These activities highlighted the creativity, talent, and collaborative spirit of the Cagayano youth.
Led by 𝐌𝐫. 𝐌𝐢𝐜𝐡𝐚𝐞𝐥 𝐀. 𝐏𝐢𝐧𝐭𝐨, Provincial Librarian and head of CPLRC, together with the entire CPLRC staff. They were joined by members of Governor Edgar “Tatay Egay” Aglipay’s Vision Team, representatives from the CLC, and a respected panel of judges composed of 𝐄𝐧𝐏. 𝐉𝐞𝐧𝐢𝐟𝐞𝐫 𝐉𝐮𝐧𝐢𝐨-𝐁𝐚𝐪𝐮𝐢𝐫𝐚𝐧, Cagayan Provincial Tourism Officer; 𝐀𝐦𝐢𝐫 𝐌𝐚𝐭𝐞𝐨 of DepEd Region 02; 𝐆𝐞𝐨𝐫𝐠𝐞 𝐀𝐧𝐝𝐚𝐥 of Cagayan National High School; and 𝐂𝐡𝐚𝐫𝐦𝐚𝐢𝐧𝐞 𝐌𝐚𝐬𝐮𝐥𝐢 and 𝐌𝐚𝐠𝐧𝐨𝐥𝐢𝐚 𝐅𝐚𝐜𝐭𝐨𝐫𝐚 of Cagayan State University. Also present were officials from SDO Cagayan led by 𝐑𝐨𝐛𝐞𝐫𝐭𝐚 𝐀𝐧𝐭𝐨𝐥𝐢𝐧, along with principals, teachers, students, and guests from different schools and institutions.
In his message, Pinto highlights the importance of LIS Month to honor the role of libraries in fostering learning, literacy, and access to information nationwide. He expressed heartfelt gratitude to all partners and supporters, acknowledging their role in the continuous development of CPLRC. He also recognized the unwavering leadership of Governor Aglipay in advancing educational opportunities for young Cagayanos, as well as the contributions of Vice Governor Manuel Mamba in strengthening CPLRC’s programs in recent years.
Pinto further emphasized that the event exemplified the united efforts of CPLRC’s partners in promoting and sustaining library services throughout the province.
Representing Schools Division Superintendent Reynante Caliguiran, Roberta Antolin conveyed her appreciation for the celebration and encouraged all stakeholders to continue supporting CPLRC and the libraries of Cagayan.
Meanwhile, 𝐉𝐨𝐚𝐧 𝐃𝐮𝐧𝐮𝐚𝐧, Vision Team member and representative of Governor Aglipay, highlighted that “Education” stands as a core pillar of the E.G.A.Y. governance platform. She affirmed that through CPLRC, the provincial government remains committed to carrying out programs that enrich the knowledge, skills, and opportunities of Cagayano learners and various sectors of the community.

After a year of extensive preparation and collective hard work poured in by Cagayan State University Solana-Lara Campus, the Commission on Higher Education Regional Office (CHEDRO) II has finally granted a Certificate of Program Compliance (COPC) for Campus' Bachelor of Science in Criminology (BS Crim) program.
Issued on August 19, 2025, the certification confirms that the program complies with the Policies, Standards, and Guidelines (PSGs) set by CHED under Memorandum Order (CMO) No. 5 series of 2018.
CHED emphasized that the certificate remains valid as long as the university adheres to the laws of the Republic of the Philippines and maintains the prescribed minimum standards. The issuance took place at the CHEDRO II in Carig Sur, Tuguegarao City, and was signed by Director Dr. Julieta M. Paras.
This achievement was made possible through the steadfast support of the University’s OIC President, Engr. Arthur G. Ibañez, and the leadership of the Campus Executive Officer, Engr. Ma. Haidee A. After a year of extensive preparation and collective hard work poured in by Cagayan State University Solana-Lara Campus, the Commission on Higher Education Regional Office (CHEDRO) II has finally granted a Certificate of Program Compliance (COPC) for Campus' Bachelor of Science in Criminology (BS Crim) program.

Issued on August 19, 2025, the certification confirms that the program complies with the Policies, Standards, and Guidelines (PSGs) set by CHED under Memorandum Order (CMO) No. 5 series of 2018.

CHED emphasized that the certificate remains valid as long as the university adheres to the laws of the Republic of the Philippines and maintains the prescribed minimum standards. The issuance took place at the CHEDRO II in Carig Sur, Tuguegarao City, and was signed by Director Dr. Julieta M. Paras.

This achievement was made possible through the steadfast support of the University’s OIC President, Engr. Arthur G. Ibañez, and the leadership of the Campus Executive Officer, Engr. Ma. Haidee A. Mabborang. It was likewise realized through the dedicated deanship of Dr. Emily P. Garcia and Prof. Maricel S. Palo, together with the collective effort and commitment of the faculty, staff, and students of the campus, under the guidance of the Academic Coordinator, Dr. Vicenta B.
