The first quarterly meeting of the Cagayan Library Consortium (CLC) was held on ๐
๐๐๐ซ๐ฎ๐๐ซ๐ฒ ๐, ๐๐๐๐ at CPLRC's Conference Room, bringing together ๐๐ ๐ฆ๐๐ฆ๐๐๐ซ๐ฌ to discuss and plan the major activities for the year. During the meeting, the group talked about upcoming initiatives such as the ๐๐ง๐ฅ๐ข๐ง๐ ๐๐๐ฌ๐จ๐ฎ๐ซ๐๐๐ฌ ๐๐ซ๐ข๐๐ง๐ญ๐๐ญ๐ข๐จ๐ง, the ๐๐ญ๐ก ๐๐ข๐๐ซ๐๐ซ๐ข๐๐ง๐ฌ ๐๐ฎ๐ฆ๐ฆ๐ข๐ญ ๐๐ฎ๐ฆ ๐๐จ๐จ๐ค ๐

Members further discussed the ๐๐ญ๐๐๐ ๐๐ง๐ก๐๐ง๐๐๐ฆ๐๐ง๐ญ ๐๐ง๐ ๐๐๐ฏ๐๐ฅ๐จ๐ฉ๐ฆ๐๐ง๐ญ ๐๐ซ๐จ๐ ๐ซ๐๐ฆ ๐ญ๐จ๐ฉ๐ข๐๐ฌ to be lined up for the year, as well as the ๐ซ๐๐ฌ๐จ๐ฎ๐ซ๐๐ ๐ฌ๐ก๐๐ซ๐ข๐ง๐ commitment, particularly the databases that member institutions will pledge. Part of the session also focused on the drafting of the ๐๐๐ฆ๐จ๐ซ๐๐ง๐๐ฎ๐ฆ ๐จ๐ ๐๐ ๐ซ๐๐๐ฆ๐๐ง๐ญ (๐๐๐) to strengthen collaboration among CLC members. They also shared updates on potential ๐๐๐ฒ๐ ๐๐ง๐๐๐ง๐ ๐๐ฅ๐๐ฆ๐ข๐ง guests, ensuring more engaging activities and partnerships ahead.
The meeting served as a productive start to the year, strengthening coordination and reaffirming the shared goal of improving library services and learning opportunities across Cagayan.

The ISO External Audit of the CSU Solana-Lara Campus Library was successfully conducted on ๐๐๐๐๐ฆ๐๐๐ซ ๐๐, ๐๐๐๐, by ๐๐ฌ. ๐๐ฑ๐ฅ๐ฒ ๐๐จ๐ฌ๐ ๐
๐ฅ๐จ๐ซ๐๐ง๐ญ๐ข๐ง๐จ ๐จ๐ ๐ร๐ ๐๐๐๐ ๐๐ก๐ข๐ฅ๐ข๐ฉ๐ฉ๐ข๐ง๐๐ฌ, ๐๐ง๐. The audit aimed to verify the libraryโs conformity with applicable ISO standards and to assess the effective implementation, maintenance, and continual improvement of its Quality Management System.
The audit was facilitated by the ๐๐๐ฆ๐ฉ๐ฎ๐ฌ ๐๐๐๐ ๐๐ข๐๐ซ๐๐ซ๐ข๐๐ง, ๐๐ซ๐ฌ. ๐๐ก๐๐ซ๐ฒ๐ฅ ๐. ๐
๐๐ซ๐ง๐๐ง๐๐จ, ๐๐, ๐๐๐๐, with library staff member ๐๐ฎ๐๐ฒ-๐๐ง๐ง ๐. ๐๐๐ง๐๐ฒ๐ serving as auditees. Audit activities included a review of documented information, evaluation of process implementation, and verification of operational controls across key library functions. Particular emphasis was placed on process consistency, records management, and alignment of library operations with established quality objectives and documented procedures.
The audit results identified several areas of conformity and operational strengths. Notable observations included the availability and effective implementation of a comprehensive Office Manual Procedures (OMP), well-defined policies governing borrowing and returning of library materials, and systematic cataloging and classification processes. The audit further confirmed the adequacy and traceability of procurement records and the effective utilization of the KOHA Integrated Library System as a supporting tool for circulation, cataloging, and records management.
Overall, the audit results demonstrated the CSU Solana Campus Libraryโs effective implementation of its Quality Management System and its commitment to continual improvement in service delivery.
This achievement reflects the competence, collaboration, and professionalism of the library personnel, supported by the Universityโs sustained commitment to quality assurance and institutional excellence.

The ๐๐๐ ๐๐ฒ๐๐ง ๐๐ซ๐จ๐ฏ๐ข๐ง๐๐ข๐๐ฅ ๐๐๐๐ซ๐ง๐ข๐ง๐ ๐๐ง๐ ๐๐๐ฌ๐จ๐ฎ๐ซ๐๐ ๐๐๐ง๐ญ๐๐ซ (๐๐๐๐๐), in partnership with the ๐๐๐ ๐๐ฒ๐๐ง ๐๐ข๐๐ซ๐๐ซ๐ฒ ๐๐จ๐ง๐ฌ๐จ๐ซ๐ญ๐ข๐ฎ๐ฆ (๐๐๐), successfully staged a vibrant and engaging celebration of the 35th Library and Information Services (LIS) Month on Friday, November 14, 2025, held at Robinsons Place Tuguegarao.
The event showcased a series of dynamic competitions like Tandem Storytelling, Cosplay, and Jingle-Making with active participation from teachers, students and parents that representing various schools across the cagayan. These activities highlighted the creativity, talent, and collaborative spirit of the Cagayano youth.
Led by ๐๐ซ. ๐๐ข๐๐ก๐๐๐ฅ ๐. ๐๐ข๐ง๐ญ๐จ, Provincial Librarian and head of CPLRC, together with the entire CPLRC staff. They were joined by members of Governor Edgar โTatay Egayโ Aglipayโs Vision Team, representatives from the CLC, and a respected panel of judges composed of ๐๐ง๐. ๐๐๐ง๐ข๐๐๐ซ ๐๐ฎ๐ง๐ข๐จ-๐๐๐ช๐ฎ๐ข๐ซ๐๐ง, Cagayan Provincial Tourism Officer; ๐๐ฆ๐ข๐ซ ๐๐๐ญ๐๐จ of DepEd Region 02; ๐๐๐จ๐ซ๐ ๐ ๐๐ง๐๐๐ฅ of Cagayan National High School; and ๐๐ก๐๐ซ๐ฆ๐๐ข๐ง๐ ๐๐๐ฌ๐ฎ๐ฅ๐ข and ๐๐๐ ๐ง๐จ๐ฅ๐ข๐ ๐
๐๐๐ญ๐จ๐ซ๐ of Cagayan State University. Also present were officials from SDO Cagayan led by ๐๐จ๐๐๐ซ๐ญ๐ ๐๐ง๐ญ๐จ๐ฅ๐ข๐ง, along with principals, teachers, students, and guests from different schools and institutions.
In his message, Pinto highlights the importance of LIS Month to honor the role of libraries in fostering learning, literacy, and access to information nationwide. He expressed heartfelt gratitude to all partners and supporters, acknowledging their role in the continuous development of CPLRC. He also recognized the unwavering leadership of Governor Aglipay in advancing educational opportunities for young Cagayanos, as well as the contributions of Vice Governor Manuel Mamba in strengthening CPLRCโs programs in recent years.
Pinto further emphasized that the event exemplified the united efforts of CPLRCโs partners in promoting and sustaining library services throughout the province.
Representing Schools Division Superintendent Reynante Caliguiran, Roberta Antolin conveyed her appreciation for the celebration and encouraged all stakeholders to continue supporting CPLRC and the libraries of Cagayan.
Meanwhile, ๐๐จ๐๐ง ๐๐ฎ๐ง๐ฎ๐๐ง, Vision Team member and representative of Governor Aglipay, highlighted that โEducationโ stands as a core pillar of the E.G.A.Y. governance platform. She affirmed that through CPLRC, the provincial government remains committed to carrying out programs that enrich the knowledge, skills, and opportunities of Cagayano learners and various sectors of the community.

After a year of extensive preparation and collective hard work poured in by Cagayan State University Solana-Lara Campus, the Commission on Higher Education Regional Office (CHEDRO) II has finally granted a Certificate of Program Compliance (COPC) for Campus' Bachelor of Science in Criminology (BS Crim) program.
Issued on August 19, 2025, the certification confirms that the program complies with the Policies, Standards, and Guidelines (PSGs) set by CHED under Memorandum Order (CMO) No. 5 series of 2018.
CHED emphasized that the certificate remains valid as long as the university adheres to the laws of the Republic of the Philippines and maintains the prescribed minimum standards. The issuance took place at the CHEDRO II in Carig Sur, Tuguegarao City, and was signed by Director Dr. Julieta M. Paras.
This achievement was made possible through the steadfast support of the Universityโs OIC President, Engr. Arthur G. Ibaรฑez, and the leadership of the Campus Executive Officer, Engr. Ma. Haidee A.
