PASAY CITY, Philippines โ Dr. Jaime Boy U. Ngag Jr., faculty member of South Cotabato State College (SCSC) and Program Chairperson of the BS Development Communication program, represented the college at the 2026 Philippine Journal Editors Forum held on May 8, 2026 at The Heritage Hotel Manila.
The national forum gathered editors-in-chief and research journal leaders across the country. It was organized by the Department of Science and Technology (DOST) Central Office and the National Research Council of the Philippines (NRCP), in collaboration with the Andrew Gonzalez Philippine Citation Index (AGPCI).
Dr. Ngag is an associate member of the NRCP Scientific Division XIII (Social Sciences) and formally took his oath as a member in 2025.
The forum aimed to strengthen the capacity of research editors toward international indexing, particularly Scopus and AGPCI, while encouraging State Universities and Colleges (SUCs) to establish their own institutional scholarly journals.
Among the invited speakers was Mr. Alexander van Servellen, Strategic Engagement Manager of Elsevier, who shared global perspectives on journal development and research visibility.
Participation in the forum supports SCSCโs ongoing efforts to expand its research initiatives and align with global scholarly standards under the leadership of SUC President I, Dr. Edward Lovell B. Brillantes. The event also highlights the collegeโs broader vision of becoming a future state university and fostering a research culture that is both competitive and internationally recognized.

He received an invitation and answered with a clear yes. Even without funding or immediate support, he chose to stand firm, carrying only his voice and the courage to use it.
With little time to prepare, not only for his arguments but also for his finances, he held on to a strong belief. He would raise the funds, step onto the international stage, speak with purpose, and succeed.
He raised the funds on his own through persistence, resourcefulness, and sacrifice. He refused to let limitations define his path and turned every challenge into an opportunity to move forward.
Vongivson Samonte is truly a BS DevCom icon. As one of the first batch of BS DevCom students at SCSC, he continues to inspire and influence fellow DevCom students and the entire SCSC community. He reminds us that our voice matters and that it must be used responsibly, guided by integrity, truth, and transparency.
