Pride Without Prejudice: CHR Calls for Stronger Protection of LGBTQIA+ Rights

The Commission on Human Rights (CHR) joins the nation in celebrating Pride Month 2026, and stands in solidarity with the Le***an, Gay, Bis*xual, Transgender, Q***r, Inters*x, As*xual, and more ( LGBTQIA+) community. Pride Month is not only a celebration of diversity; it is also an affirmation of the right of every person to be recognized, respected, and treated equally, regardless of s*xual orientation, gender identity, gender expression, or s*x characteristics. It is a reminder that human rights begin with the recognition of our shared humanity and the equal worth of every individual.

As the country’s Gender Ombud, the CHR recognizes the progress made by local government units, schools, and workplaces and other institutions that have adopted gender-inclusive policies and practices. We welcome the growing number of local government units that have enacted Anti-Discrimination Ordinances, as well as initiatives that promote inclusive workplaces, accessible services, and safer spaces for persons of diverse s*xual orientations, gender identities and expressions, and s*x characteristics (SOGIESC).

While these developments are encouraging, significant challenges remain. Many LGBTQIA+ Filipinos continue to experience discrimination, harassment, exclusion, and unequal treatment in various aspects of life. Cases involving the profiling and harassment of transgender persons in public spaces, denial of benefits for same-s*x partners, discriminatory hiring practices, and other forms of prejudice underscore the urgent need for stronger and more consistent legal protection.

In this regard, the CHR strongly urges policymakers to prioritize the passage of the S*xual Orientation, Gender Identity, Gender Expression, or S*x Characteristics Equality Bill and the Comprehensive Anti-Discrimination Bill. These measures are critical to institutionalizing protection against discrimination and ensuring that all persons can participate fully in society and access their rights without fear, invisibility, or exclusion.

The CHR likewise emphasizes that equal employment opportunities must be upheld in both the public and private sectors. Employment, education, healthcare, and public services should be accessible to all on the basis of fairness, merit, and respect for human dignity, free from prejudice and discrimination.

We commend the civil society organizations, advocates, educators, community leaders and young people who continue to advance awareness, mental health support, inclusion and dialogue. We likewise call on the public to reject stigma, hate speech, misinformation, and all forms of discrimination that undermine social cohesion and human dignity.

CHR reaffirms its commitment to uphold, promote and protect the human rights of all, particularly those who continue to face marginalization and exclusion. A truly inclusive society is one where every person is recognized for who they are, treated with dignity and respect, and able to live openly, safely, and equally. Recognition is not a privilege granted by society—it is a reflection of the inherent dignity and humanity that every person possesses.

Pride has no prejudice, and neither should our laws, institutions, and communities.

Patuloy ang CHR sa paghahatid ng mabilis, maaasahan, at accessible na serbisyo para sa publiko.

Matagumpay na naganap ngayong araw, Mayo 10, 2026, ang Martial Law Victims Assembly Meeting sa Capas Event Center, Capas, Tarlac na dinaluhan ng humigit-kumulang 200 kalahok mula sa iba’t ibang grupo ng Martial Law Victims na nagmula sa Tarlac City, Capas, Bamban, at Concepcion, Tarlac.

Tinalakay sa pagpupulong ang kasaysayan, karanasan, at patuloy na pakikibaka ng mga biktima ng Batas Militar. Binigyang-diin din sa programa ang iba’t ibang kadahilanan kung bakit marami sa mga biktima ang hindi nakatanggap ng reparasyon at pagkilala mula sa pamahalaan.

Naging resource person sa programa si Atty. Carlos Isagani Zarate mula sa Bayan Muna Partylist kung saan kanyang tinalakay ang Republic Act No. 10368 o ang Human Rights Victims Reparation and Recognition Act of 2013, isang batas na kumikilala at nagbibigay reparasyon sa mga biktima ng paglabag sa karapatang pantao noong panahon ng Batas Militar. Ipinaliwanag din niya ang kahalagahan ng patuloy na pagsusulong ng mga panukalang batas at mga hakbang upang mas mapalawak pa ang pagkilala at hustisyang nararapat para sa mga biktima ng Martial Law.

Naging makabuluhan ang araw na ito para sa mga biktima ng Martial Law at kanilang mga pamilya sapagkat nabigyang-linaw at nasagot ang marami nilang mga katanungan at hinaing sa pamamagitan ng nasabing pagtitipon.

‎Kaugnay nito, malugod naming inaanyayahan ang lahat ng mga biktima ng Martial Law, gayundin ang kanilang mga pamilya at kaanak, na makiisa at dumalo sa gaganaping General Assembly upang maging bahagi ng sama-samang pag-alala, pagbabahagi ng karanasan, at pagpapatibay ng panawagan para sa katarungan at pagkilala.

The Commission on Human Rights (CHR) reiterates its call to eliminate the practice of red-tagging and urges all branches of government to take urgent action to protect fundamental freedoms in the country.

The CHR’s findings and recommendations are drawn from the _National Inquiry on the Current Situation of Human Rights Defenders in the Philippines with a Focus on Incidents of Red-Tagging_ conducted in 2025.

The Inquiry was conducted through a participatory, nationwide process, drawing from public hearings, sworn statements, and expert inputs from government, legal practitioners, civil society, and human rights defenders. Proceedings were held across Luzon, Visayas, and Mindanao to capture diverse experiences and perspectives, while recognizing limitations in participation and scope.

The Inquiry finds that red-tagging persists as a pattern of labeling individuals and groups as “communists,” “terrorists,” or “enemies of the State,” often without due process and through public and online platforms. Those affected include journalists, lawyers, students, labor leaders, Indigenous Peoples, and community organizers engaged in advocacy and civic work, as well as those voicing legitimate dissent on government policies.

The CHR underscores that red-tagging is not a harmless label. It creates a real and well-founded risk of harm. It exposes individuals to threats, harassment, and violence, and may serve as a precursor to grave human rights violations, including arbitrary detention, enforced disappearances, and extrajudicial killings.

The Inquiry further shows that red-tagging undermines the rights to life, liberty, security, expression, and association. It creates a chilling effect on dissent and weakens democratic participation. Despite existing legal remedies, the absence of a specific law penalizing red-tagging results in fragmented protection and limited accountability.

In response, the CHR calls for urgent and coordinated action across all branches of government.

The Executive is urged to adopt a comprehensive policy prohibiting red-tagging and to strengthen mechanisms that ensure prompt and impartial investigation of violations. The Legislative branch is called upon to enact a law that clearly defines and penalizes red-tagging, review existing counter-terrorism laws, and pass the CHR Charter to strengthen institutional protection. The Judiciary is encouraged to revisit and strengthen protective writs, such as amparo and habeas data, and to ensure timely access to justice for victims.

The Commission stresses that efforts to address security threats must remain anchored in human rights. Counter-insurgency and counter-terrorism measures must not come at the expense of fundamental freedoms.

“Addressing red-tagging requires sustained, coordinated, and rights-based action across all branches of government, as well as meaningful participation from civil society and other stakeholders,” the CHR underscores. “Ultimately, upholding the dignity, safety, and freedom of human rights defenders is integral to strengthening democratic space and the rule of law.”

Ngayong Araw ng Manggagawa, taus-puso nating binabati at pinaparangalan ang lahat ng manggagawang Pilipino—ang mga tunay na haligi ng ating ekonomiya at lipunan. Kayo ang lakas na nagpapatakbo sa bansa, mula sa pabrika hanggang bukirin, sa opisina hanggang komunidad.

Sa araw na ito, hindi lamang tayo nagdiriwang—tayo rin ay naninindigan. Ipinapahayag natin ang ating buong suporta sa patuloy na laban ng mga manggagawa para sa makatarungang sahod, ligtas na kondisyon sa paggawa, seguridad sa trabaho, at paggalang sa kanilang dignidad at karapatan.

Ang pagkilala sa ambag ng manggagawa ay dapat higit pa sa salita; ito ay dapat isabuhay sa mga patakarang makatao at makatarungan. Sama-sama nating itaguyod ang isang lipunang nagbibigay-halaga sa paggawa, kumikilala sa karapatan, at nagsusulong ng tunay na katarungang panlipunan.

Mabuhay ang manggagawang Pilipino! Kilalanin ang karapatan ng mga manggagawa!
