The Economic Transformation Initiative Gilgit-Baltistan (ETI-GB) is a $133.72 million development program of the Government of Gilgit-Baltistan supported by the International Fund for Agricultural Development (IFAD), and the Italian Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Development Cooperation (AICS). One of the key components of the ETI-GB program is Economic Infrastructure Development—a core component dedicated to bringing barren land under irrigation command and uplifting rural communities through the construction of irrigation channels and Farm-to-Market Roads (FMR). By blending cutting-edge modern engineering with traditional, community-led participatory approaches, ETI-GB operates across all ten districts of Gilgit-Baltistan. The program aims to bring 70,000 Acres (560,000 Kanals) of additional land under irrigation and construct 600 km of Farm-to-Market Roads, ensuring seamless transport, market access, and long-term food security for rural farming communities. Infrastructural development within Gilgit-Baltistan faces unparalleled challenges. Projects like the Karakoram Highway (KKH) are considered monumental achievements due to a combination of geographic and economic hurdles: highly complex mountainous topography, disrupted supply chains for material transit, vast distances between isolated communities, and exorbitant construction costs.
The impact of ETI-GB’s interventions is best seen through major infrastructure development schemes that have turned challenging terrain into productive agricultural lands. Some examples are;
1. 𝗔𝗿𝗮𝗱𝗮𝘀 𝗧𝗵𝗮𝗴𝗵𝘂𝘀, 𝗚𝗵𝗮𝗻𝗰𝗵𝗲 𝗕𝗮𝗹𝘁𝗶𝘀𝘁𝗮𝗻
Locally known as the "death track" due to its treacherous, high-altitude terrain, this project required extraordinary engineering and extensive hard-rock cutting. Today, the completed 5.7 km channel irrigates 900 acres of land, transforming the local economy for 292 households. The area is developing rapidly. 2. 𝗦𝘂𝘁𝗱𝗮𝘀𝘀 𝗗𝗮𝗿𝗲𝗹, 𝗗𝗶𝗮𝗺𝗲𝗿: A massive engineering feat spanning a 12.2 km channel through rugged landscapes. Brought 1,584 acres of previously barren land under active cultivation, directly benefiting more than 921 rural households. 3. 𝗗𝗮𝗵𝗶𝗺𝗮𝗹, 𝗚𝘂𝗽𝗶𝘀 𝗚𝗵𝗶𝘇𝗲𝗿: A first of its kind infrastructure development project by ETI-GB, this 5.1 km irrigation and land development project uniquely combines a lined channel with a siphon system. The project is driving rapid agricultural transformation, directly benefiting 324 households and bringing 304 acres of newly developed land under cultivation. 4. 𝗞𝗵𝗮𝗹𝘁𝗶, 𝗚𝘂𝗽𝗶𝘀, 𝗚𝗵𝗶𝘇𝗲𝗿: Serving as a vital lifeline for the disaster-prone community of Khalti, Gupis, this newly constructed 10.08 km irrigation channel provides a sustainable water supply. The infrastructure secures the economic future of 364 households by successfully transforming and irrigating 1,711 acres of land. 5. 𝗗𝗶𝘁𝗰𝗵𝗮𝗹 𝗙𝗠𝗥 𝗔𝘀𝘁𝗼𝗿𝗲: A unique Farm-to-Market Road executed in three comprehensive phases to connect deeply isolated, high-potential agricultural zones. 6. 𝗕𝘂𝗱𝗮𝗹𝗮𝘀, 𝗡𝗮𝗴𝗮𝗿— 𝗨𝗻𝗱𝗲𝗿 𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻: The 11.9 km channel will bring 1,589 acres under command, directly benefiting 214 households upon completion. 8.84 km long Farm to Market Road is under construction to connect this vast, barren land with the market and nearby villages. https://youtu.be/ChicJDV_71M?si=4QMgpbJEqmOqjFQF
7. 𝗕𝗮𝗴𝗵𝗶𝗰𝗵𝗮, 𝗦𝗸𝗮𝗿𝗱𝘂 — 𝗨𝗻𝗱𝗲𝗿 𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻: A dual intervention site combining both ILD and FMR. The 3.57 km Farm-to-Market Road is fully completed and operational. The accompanying 3.2 km irrigation channel is currently under construction and will ultimately bring 252 acres under cultivation for 69 households.
