ضمن برنامج الإدماج الاجتماعي والمواطنة الفاعلة الذي يُنظّمه صندوق تطوير وإقراض الهيئات المحلية - Mdlf، وتنفّذه مؤسسة REFORM؛

نفذت مؤسسة REFORM اجتماعاً توجيهياً مع بلدية تقوع - Tuqu' Municipality / الصفحة الرسمـية لمناقشة وتعزيز سياسات الشمول ضمن بروتوكول الحوكمة المحلية الشاملة، بما يسهم في تعزيز العدالة والمساواة والمشاركة المجتمعية في عمل البلديات.

ويأتي ذلك في إطار توجه الصندوق نحو تعزيز عملية صنع السياسات العامة المبنية على الأدلة والمرتكزة إلى احتياجات المواطنين الفعلية.

يأتي تطوير البروتوكولات والسياسات بتنفيذ من مؤسسة REFORM بالشراكة مع صندوق تطوير وإقراض الهيئات المحلية – MDLF.

نظمت المؤسسة الفلسطينية للتمكين والتنمية المحلية–REFORM بالشراكة مع بلدية الخضر سوق المساءلة المجتمعية 🗣️ ضمن المنصات المدنية الحوارية التي تعمل المؤسسة على تطويرها لتعزيز المشاركة المجتمعية وترسيخ ثقافة الحوار والمساءلة 🤝

وشكل السوق مساحة تفاعلية جمعت المواطنين وممثلي البلدية 🏛️ لمناقشة واقع المشاركة المجتمعية في بلدة الخضر مع التركيز على دور الشباب والنساء 👩‍🦱👨‍🦱 باعتبارهم فاعلين أساسيين في عملية التنمية المحلية وصنع القرار، كما تناول المشاركون التحديات التي تحد من انخراطهم في الحياة العامة والفرص المتاحة لتعزيز حضورهم في المبادرات المجتمعية واللجان المحلية والعمليات التخطيطية 📊

وأكد الحضور أن التنمية المحلية المستدامة تتطلب ضمان المشاركة المنظمة والمستمرة من خلال تبني آليات عملية تضمن إشراك الشباب والنساء في ادارة الشأن العام المحلي 🌱

وشملت المقترحات ✨:

🔸تشكيل لجان استشارية شبابية ونسوية مرتبطة بالمجلس البلدي
🔸اشراك ممثلين عنهم في لجان التخطيط والتنمية المحلية
🔸عقد جلسات استماع دورية قبل إقرار الخطط والموازنات
🔸تطوير قنوات تواصل وتغذية راجعة تتيح للمواطنين متابعة القضايا المحلية وتقديم مقترحاتهم، إلى جانب تنفيذ برامج لبناء قدرات الشباب والنساء في مجالات القيادة والمشاركة المدنية.

كما شدد المشاركون على أهمية تحويل هذه الآليات إلى ممارسات مؤسسية مستدامة تسهم في تعزيز الشفافية والمساءلة، وتدعم مشاركة أوسع للفئات المختلفة في تحديد الأولويات التنموية ومتابعة تنفيذها، بما يعزز الثقة بين المواطنين والهيئات المحلية ويجعل عملية التنمية أكثر شمولاً واستجابة للاحتياجات المجتمعية.

يُذكر أن هذا السوق يأتي ضمن مشروع "تعزيز الهيئات المحلية بمشاركة النساء" الذي يهدف إلى تمكين النساء من شغل المناصب القيادية في عملية صنع القرار، بالإضافة إلى تحسين السياسات المحلية لتلبية احتياجات النساء بشكل أكبر.

REFORM Association, in partnership with Al-Khader Municipality, organized a Social Accountability Souk 🗣️ as part of the civic dialogue platforms that the Association is developing to enhance community participation and promote a culture of dialogue and accountability 🤝.

The Souk provided an interactive space that brought together citizens and municipal representatives 🏛️ to discuss the state of community participation in Al-Khader, with a particular focus on the role of youth and women 👩‍🦱👨‍🦱 as key actors in local development and decision-making processes.

Participants also discussed the challenges limiting their engagement in public life and the opportunities available to strengthen their involvement in community initiatives, local committees, and planning processes 📊

Participants emphasized that sustainable local development requires ensuring organized and continuous participation through the adoption of practical mechanisms that guarantee the involvement of youth and women in local public affairs management 🌱

The proposals included ✨:

🔸 Establishing youth and women’s advisory committees linked to the municipal council.
🔸 Including their representatives in local planning and development committees.
🔸 Holding regular public hearings before approving plans and budgets.
🔸 Developing communication and feedback channels that enable citizens to follow up on local issues and submit their suggestions, in addition to implementing programs to build the capacities of youth and women in leadership and civic participation.

Participants also stressed the importance of transforming these mechanisms into sustainable institutional practices that contribute to enhancing transparency and accountability, support broader participation of different groups in identifying development priorities and monitoring their implementation, strengthen trust between citizens and local authorities, and make the development process more inclusive and responsive to community needs.

This Souk comes as part of the “Gender Accountability Promotion (GAP): Bureau for the Promotion of Female’s Right to Political Participation in Palestine" project, which seeks to empower female members to assume leadership roles in decision-making, advance local authority policies that address women's needs, raise gender awareness, and enable women to lead social accountability efforts and drive cultural and social transformation within local councils.
