‎President Jaffer Mohammed Nimeri abolished Regional government and created three Regions, James Joseph Tambura reduced to Governor of Equatoria Region. Nimeri was removed from power in 1985.

‎Transitional Military Council led by Suwar el Dahab revived HEC and appointed James Loro as its President in 1985.
‎
‎The then Governor of Equatoria Region Peter Cirillo refused the new HEC government to step foot in Juba otherwise he would chop off their heads. The HEC leadership ended in Khartoum. Three regions were retained after Sadiq came to power in 1986.
