Civil Society Condemns Rights Abuses in Ongoing Disarmament Exercise in Bor County
A prominent civil society leader in Jonglei State has raised the alarm over alleged human rights violations being committed by security forces conducting the ongoing forceful disarmament operation in Bor County.
In a statement issued on Wednesday, Bol Deng Bol, the Executive Director of INTREPID South Sudan (ISS) and Chairperson of the Jonglei Civil Society Network (JCSN), said the exercise has been marred by unprofessional conduct from some members of the security forces since its launch in late October.
Bol’s statement follows the circulation of a video on Wednesday showing an elderly woman pleading with a security officer—believed to be a member of the National Security Service (NSS)—who allegedly threatened her at gunpoint and demanded money. The video, which has gone viral on social media, has sparked widespread outrage among the public.
According to Bol, the disarmament process—intended to enhance community safety and reduce the circulation of illegal firearms—has instead “veered off its mandate,” with reports of intimidation, extortion, and violence against unarmed civilians.
“This exercise was, from the start, marred with concerning unprofessional conducts by some security forces, including involvement in intimidation, extortion of money and other assets, and violence meted on unarmed civilians,” Bol said in the statement.
He further revealed that even humanitarian organizations have not been spared, with some staff allegedly harassed during door-to-door searches conducted by the security forces.
The civil society leader described the situation as “alarming,” citing the recent case of the elderly woman as one of many similar incidents occurring across Bor County.
“She pleaded for her life, and it was overwhelming for her and her family,” Bol added. “She is not the only one—many similar cases, some undocumented, have happened and are still happening throughout the operation.”
Bol called on the Chief of Defence Forces (CDF) of the South Sudan People’s Defence Forces (SSPDF) and the Governor of Jonglei State to urgently intervene and ensure accountability for the abuses reported during the operation.
“We are alarmed by the fact that this process is quickly veering off its mandate and inflicting both physical and psychological harm on citizens,” he stated.
He also appealed to residents of Bor town to remain cautious, look out for one another, and report any incidents of abuse to civil society organizations for documentation and follow-up.
The disarmament campaign in Bor County began in late October following the deployment of additional security personnel to enforce the removal of illegal weapons from civilians. However, the operation has drawn growing criticism from local communities and observers, who accuse the forces of using excessive force and acting without proper oversight.
